For eligible current federal employees, full cost transfer AND a relocation incentive of up to 25% is available. Eligibility for a relocation incentive requires proof of a change in residence and an assignment at a worksite in a different geographic area greater than or equal to 50 miles from the prior worksite. Employees must sign a written service agreement completing a specified period of employment with the FBI at the new duty station. Recruitment and relocation incentives cannot be combined.
Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.
KEY REQUIREMENTS

PHYSICAL DEMANDS
Work sometimes requires physical exertion while testing, installing, or inspecting network systems or transporting layer equipment in hazardous or remote locations that may require bending, tower climbing, lifting objects in excess of 50 pounds, and crawling in small areas.
MAJOR DUTIES
  • Serves as the principal advisor to senior program management on all matters related to the application of telecommunications and networked systems.
  • Provides administrative and technical supervision to Electronics Technicians (ETs) assigned to a division.
  • Plans and manages the design, development, delivery, and maintenance of a broad range of telecommunications systems that support agency operations and highly specialized intra-agency communications requirements, ensuring compliance with a wide range of federal policies and guidelines governing the secure transmission of information.
  • Establishes and maintains cooperative relationships with management and other Telecommunications Managers, Telecommunications Specialists, and Information Technology Specialists involved in related activities.
  • Ensures coordination of efforts and sharing of information and resources where possible.
  • Directs a subordinate workforce; planning and coordinating activities, delegating assignments, estimating and allocating resources, monitoring and reviewing project efforts, and ensuring delivery of products and services.
  • Analyzes and recommends responses to emergent telecommunications and networking requirements resulting from crisis situations, major cases, and investigative activities; developing ad hoc solutions to unexpected problems.

Specialized Experience (SE)
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:
  • Managed a technical workforce to accomplish the goal of maintaining technical systems in optimal operating condition; addressing the personnel issues relating to the workforce, and applying policy and regulations as applicable to the work or personnel.
  • Planned, developed, requisitioned, tested, integrated, installed, utilized, and modified electronic communications systems, facilities, services, and procedures.
  • Created and delivered technical briefings and information, in both written and oral formats, to technical and non-technical managers and other personnel.
  • Provided advice and guidance to various levels of subordinate technical personnel regarding administrative and technical matters related to technical programs, systems, operations and services.
In addition, applicants MUST also possess leadership experience.
**Preference will be given to applicants with prior Electronics Technician related experience.
Education
GS-13: Education may not be substituted for specialized experience at this grade level.

ADDITIONAL INFORMATION

  • The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
  • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

  • Relocation expenses MAY be borne by the FBI. Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
