Overview

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction.  Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces.  Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. 

 

SPA's AUKUS Portfolio provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy, and business analysis to NAVSEA's AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations.  Analysts and Engineers supporting AUKUS will continue SPA’s decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the U.S. Navy and its partners in an era of renewed strategic competition. 

 

SPA has an immediate need for a highly experienced Technology Security & Foreign Disclosure Subject Matter Expert (TSFD SME).

Responsibilities

Responsibilities for the TSFD SME

  • Foreign Disclosure Officer (FDO) Functions
    • Support the Foreign Disclosure Officer for U.S. submarine technology and related programs, providing authoritative determinations on the release of classified and controlled unclassified information.
    • Conduct case-by-case disclosure reviews of technical data, briefings, and operational information prior to release to foreign partners.
    • Maintain auditable records of disclosure decisions, rationale, and conditions/limitations associated with each release.
  • Contact Officer Program Management
    • Serve as, or oversee, Contact Officers responsible for day-to-day interaction with foreign personnel (PEPs, FLOs, visiting delegations) on TSFD-related matters.
    • Establish and enforce procedures for Contact Officers to monitor foreign personnel’s access, visits, and exposure to sensitive activities or data.
    • Provide training, guidance, and written SOPs to Contact Officers to ensure consistent application of TSFD and disclosure policy.
  • Foreign Visits, Access, and Engagement Control
    • Oversee the processing and TSFD review of Foreign Visit Requests (FVRs) for Australian and United Kingdom PEPs and other foreign personnel onboard submarines (SSNs) and at related facilities in support of AUKUS.
    • Coordinate with security, operations, and program offices to ensure visit agendas, itineraries, and discussions remain within authorized disclosure limits.
    • Provide guidance to host commands on managing mixed U.S./foreign environments (at sea and ashore) to protect sensitive submarine technology.
  • TSFD Policy Development & Implementation
    • Define, develop, and implement TSFD policy solutions to support cooperative efforts, particularly within AUKUS I&A and related submarine programs.
    • Interpret higher-level disclosure and export control policy and translate it into clear, actionable guidance for program offices, PEP managers, Contact Officers, and operational commands.
    • Identify TSFD policy gaps and propose updates, waivers, or tailored arrangements to enable cooperation while protecting critical technologies.
  • Stakeholder Coordination & Liaison
    • Liaise routinely with emissaries of foreign countries, senior U.S. and foreign military and civilian personnel, DoD organizations, foreign embassy staff, private laboratories, and industry partners on TSFD and disclosure matters.
    • Represent the command/program in TSFD-related working groups, boards, and interagency forums.
    • Foster effective, trusted relationships with foreign partners while rigorously protecting sensitive U.S. technologies.
  • Program Management, Tracking, and Administration
    • Maintain TSFD-related project tracking tools, databases, and records for DDLs, disclosures, PEPs, FLOs, Contact Officers, FVRs, and international agreements.
    • Perform administrative duties related to TSFD meetings and schedules, including agenda development, read-ahead materials, minutes, and action item tracking.
    • Continuously monitor TSFD program performance, identify process improvements, and implement best practices in foreign disclosure management.
    Qualifications

    Required Qualifications:

    • Demonstrated Foreign Disclosure Experience
      • Minimum of five years serving as a Foreign Disclosure Officer (FDO), Deputy FDO, or equivalent TSFD role.
    • Security Clearance
      • Active Department of War (DoW) security clearance, at the SECRET-level or above.

    Desired Qualifications:

    • International Agreements and Armaments Cooperation Background
      • Practical experience drafting, negotiating, or implementing international agreements such as ACPs, MOUs/MOAs, MIEAs/IEAs, DEAs, TORs, and Statements of Principles/Intent in a defense or national security context.
    • Advanced Education or Certification in Security/International Affairs
      • Advanced degree or professional certification in international relations, security studies, export control, or related fields (e.g., DoD TSFD/foreign disclosure training, DAU or DISCS courses) supporting expert-level policy analysis and advisory work.
