Description

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Technical Subject Matter Expert (SME) to support the Defense Health Agency (DHA) Education & Training (J-7) Directorate. This position is primarily contractor-site based with the ability to support meetings at DHA Headquarters in Falls Church, VA and Fort Sam Houston, TX, as needed.

*This position is contingent on the award of a federal contract.

Key Responsibilities:
  • Provide technical and functional expertise supporting DHA Education & Training Directorate programs and initiatives.
  • Support education and training modernization efforts through process improvement, digital transformation, workflow automation, and knowledge management initiatives.
  • Perform research, analysis, policy reviews, and development of recommendations supporting DHA education and training objectives.
  • Develop reports, executive summaries, briefing materials, dashboards, presentations, and analytical products for leadership.
  • Assist with project planning, implementation, performance measurement, and requirements management activities.
  • Support Learning Management System (LMS) initiatives, web-based training efforts, and educational technology programs.
  • Participate in working groups, stakeholder meetings, planning sessions, and collaborative forums.
  • Assist with continuing education initiatives, program assessments, training evaluations, and metrics development.
  • Support SharePoint repositories, document management systems, and collaboration platforms.
  • Analyze emerging healthcare education trends, technologies, and best practices to support strategic decision-making.
  • Provide recommendations for process efficiencies, workforce development initiatives, and organizational improvements.
  • Assist in developing training materials, standard operating procedures, business rules, handbooks, and templates.
  • Support data collection, analysis, reporting, and executive-level communications.


Requirements

Minimum Qualifications:
  • Minimum of five (5) years of experience supporting Department of Defense education and training programs.
  • Minimum of five (5) years of experience performing tasks related to education, training, organizational development, program support, or mission support services.
  • Experience conducting research, analysis, program assessment, and developing recommendations.
  • Strong written communication, technical writing, and presentation development skills.
  • Proficiency with Microsoft Office Suite and collaboration tools.
  • Ability to work independently and collaboratively in a dynamic environment.
  • Ability to obtain and maintain applicable government security and access requirements.
  • U.S. Citizenship required.
Preferred Qualifications:
  • Experience supporting the Defense Health Agency (DHA) or Military Health System (MHS).
  • Experience with Learning Management Systems (LMS), Joint Knowledge Online (JKO), instructional systems design, or training development.
  • Experience with SharePoint, Power BI, data visualization, and workflow automation tools.
  • Background in healthcare education, adult learning, workforce development, organizational effectiveness, or military training.
  • Bachelor's Degree in Education, Training and Development, Healthcare Administration, Information Systems, Organizational Development, or a related field.
