Role Overview:

The Technical Services Director leads the District's Technical Services Division, providing engineering expertise, technical guidance, and strategic support across all District operations. This role is responsible for developing and analyzing maintenance work reports, including cost, output, and OPI performance measurements, and presenting these results to District leadership on a monthly, quarterly, and annual basis.

The Director collaborates with the District Deputy Commissioner to set annual maintenance priorities, establish production targets, and determine whether maintenance activities are best performed by in-house teams or external contractors. The role also guides short- and long-term planning for Testing, Maintenance and Operations, and Asset Management to ensure alignment with District goals and INDOT's mission.

This position oversees the maintenance and operation of district traffic signals and signal systems and provides direct supervision to the Permits, Information Technology, and Testing units. The Director leads the Traffic Safety and Engineering team, the Permits group, the Testing Department, and serves as a key advisor to the Scoping Engineer, Special Projects Engineer, and asset owners.

The Technical Services Director ensures the development and implementation of long-range infrastructure management plans, delivers technical expertise for maintenance, construction, and traffic engineering projects, and provides project oversight for transportation planning and special traffic studies. The role ensures compliance with the Indiana Design Manual and Federal Highway Administration standards and actively engages with local, state, and federal partners, as well as consulting engineers and other stakeholders.

Salary:

A Day in the Life:

The essential functions of this role are as follows:

• Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
• Develop and coordinate plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
• Provide guidance to agencies and the public regarding applicable laws and rules.
• Supervise subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
• Monitor agency or program budget including revenues, expenditures, and budget projections.
• Communicate with news and other media. responds to media questions or requests in an appropriate public relations manner.
• Coordinate with other government officials on planning issues (i.e. federal and/or state agency directors, etc.).
• Coordinate, review and evaluate the use of appropriate controls and standards for the agency.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
