Technical Project Manager I or II to join our
Local Government Office located at our
Austin District Headquarters in
Austin, TX. This position requires proficiency in transportation engineering work in planning, project development, design, and project management and will be coordinating with multiple subject matter experts, consultants, and different offices within and outside of TxDOT. Work involves coordination with other local agencies, and the public. The ideal candidate is someone who has demonstrated understanding and knowledge of the TxDOT project development/management process, Federal Highway Administration requirements, and has great customer service skills.
This position is for
ONE (1) Technical Project Manager I or II. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.
Salary Grade/Range: - Technical Project Manager I: B24 ($65,104 - $106,634/yearly)
- Technical Project Manager II: B26 ($76,530 - $129,430/yearly)

Position DescriptionThis position manages advanced engineering, architectural, or construction projects, providing leadership in planning, oversight and compliance with state and federal regulations. Oversees projects objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self -supervising and assume direct accountability for the work product.
Essential Duties:The essential duties for a Technical Project Manager I and II include:- Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules.
- Compiles and distributes project information, status reports, and project budget expenditures.
- Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers.
- Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
- Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
- Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.
- Works with Federal Highway Administration representatives to ensure compliance with regulations for assigned projects.
- Oversees and monitors the inspections of construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
- Performs other job responsibilities as assigned. This position requires driving a state vehicle.
Additional responsibilities for a Technical Project Manager II include:- Reviews and analyzes project performance and objectives to determine opportunities for improvement across personnel, processes, and technology.
- Evaluates project challenges and formulates solutions to achieve objectives related to productivity, quality, and client satisfaction.
Minimum Qualifications:Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
Technical Project Manager I: *5 YEARS construction project management; project management, process engineering andbusiness process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).
Technical Project Manager II: *6 YEARS construction project management; project management, process engineering and business process improvement methodologies (Experience can be satisfied by fulltime or prorated parttime equivalent)
Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.
- May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change management disciplines.
Competencies:The required competencies for a Technical Project Manager I and II include:- Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services
- Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
- Applicable project development (planning, environmental, right of way, design, letting, construction, and project close out) document preparation, review, processing and compliance requirements
- Transportation funding programs
- Local, state, and federal laws and regulations relevant to the administration of the project undertaken
- Project scheduling and coordination activities
- Project management theories and practices applicable to highly complex projects
- Establish project goals and objectives
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Additional competencies for a Technical Project Manager II include: - Project management monitoring
- Using computers and applicable computer software
- Analyze complex information and develop plans to address identified issues
- Addressing changes in scope and budget
Physical Requirements and Working Conditions:- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Repetitive Motion-substantial movements of the wrists, hands, and fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
