Overview

GovCIO is currently hiring for a Technical Project Manager to serve as a Team Lead for projects, handling all coordination and tasks for the project, including acting as Scrum Master.  This position is remote, but may require ocassional travel to DC, and is located in the Maryland/DC/Virginia area.  

Responsibilities

Manages the scrum boards and task due dates for assigned projects. Facilitates agile ceremonies, assuring that all tasks are represented on the board and due dates are maintained.  This key position will also be the Functional Analyst Lead for assigned projects, working with other analysts and testers on the team to identify change requests, groom and document change requests and bugs, and will be an active peer reviewer for all work on the assigned projects.  This will require participation in testing, assisting with project documentation, and possible demos. This position requires someone who can coordinate tasks across multiple team members, keep on top of all issues and blockers, assist the team in removing impediments, and the ability to help out on the project wherever needed.  A proactive, independent person who doesn't mind filling in for other team leads as well.  You will be work with other team leads and report to the Program Manager.  Thsi is a fast-paced, agile environment which requires active tracking of task due dates and flexibility when needed when changes and feedback occurs.

 

  • Manage the assigned scrum boards.  Assuring all tasks are identified, assigned, and tracked to completion, accurately. 
  • Grooms PBIs, writing clear and complete Acceptance Criteria.  Testing system functionality as needed to help to understand the criteria.  Collaboratively working with other team members as needed.
  • Ability to identify risks and issues, impediments, and to actively assist in mitigating or reporting these to the Program Manager as needed.  
  • Schedules tasks and coordinates with various team members to accomplish the results.  
  • Proactively ensure you understand all technical tasks assigned on the boards.  Active monitoring of all work on the scrum boards.
  • Ensures adherence to quality standards and reviews project deliverables.  Perform peer reviews of work.  Perform functional testing to confirm and prepare for any demos.  Write project documentation as needed.  
  • Conducts project meetings and is responsible for project tracking, analysis and reporting.
  • Fills in for other team leads as needed and coordinates with other team leads on work that crosses resources and projects. 
  • Cooridnate team meetings and user meetings as neeeded.  Documenting meetings as required. 
Qualifications

Bachelor's with 8+ years (or commensurate experience)

Required Skills and Experience

  • Clearance Required:  Public Trust
  • Agile Scrum Master certificaton and experience
  • Experience in business analysis, Visio workflows, testing.  You will be involved in all aspects of the project. Typically these are one sprint releases. 
  • Actual experience in creating and reviewing all SDLC documentation:  Test Plans, Requirements, Design, and Implementation. 
  • Senior business analysis experience in an agile environment, with use cases, acceptance criteria, and grooming. 
  • Hands On testing experience.  Can be UAT, Regression, or System. 
  • Project Lead or Coordination experience in an agile environment.  Flexibility and ability to handle change is a must.
  • Ability to understand operations issues that impact the system and coordinate tasks from a high level. 
  • Ability to work as part of a team but to work independently as needed. Confidence and Proactivity is important.  
  • An eye towards continuous improvement is important.  

Preferred Skills and Experience

  • Project management and coordination experience or certification 
  • Experience in a CRM toolset such as Dynamics.
