Maximus is seeking a highly skilled Technical Project Manager to lead complex IT initiatives for a Homeland Security customer. The successful candidate will be responsible for managing all aspects of project delivery, including planning, execution, and oversight of technical teams. This role will ensure that projects meet requirements, are delivered on time, and stay within scope and budget.
This position is onsite, 5 days a week, in Colorado Springs, CO and required an active Secret clearance.

Job-Specific Essential Duties and Responsibilities:
- Lead cross-functional technical teams in delivering IT services and solutions for a Homeland Security customer, ensuring effective communication and collaboration across teams.
- Oversee project life cycle from initiation through delivery, including developing project plans, timelines, and resource management.
- Ensure compliance with customer and contractual requirements, maintaining project scope, schedules, and budgets.
- Coordinate with internal and external stakeholders to ensure seamless execution of project deliverables.
- Manage project risks, issues, and changes, implementing mitigation strategies where necessary.
- Prepare and deliver project status updates to senior leadership and stakeholders.
- Serve as primary POC for all contractor staff for onboarding and offboarding actions, site access, issues and escalations, while fostering a positive, inclusive and safe work environment.
- Ensure compliance with security protocols, safety standards and regulatory requirements.
- Provide guidance, training and mentorship to team members.
- Support incident response and disaster recovery efforts.
- Address and resolve personnel issues, conflicts and grievances in accordance with HR policies and procedures.
- Support workforce planning, including resource allocations and succession planning.
- Promote employee engagement, retention and recognition initiatives to enhance job satisfaction and reduce turnover.
- Manage and track site concerns such as parking logistics, facility issues and employee engagement events.
Job-Specific Minimum Requirements:
- Active Secret clearance.
- Due to federal requirements, all candidates must be US Citizens without Dual Citizenship to another country.
- This is an on-site position at a government facility.
- Requires presence on-site five days per week in Colorado Springs, CO.
- Candidates must reside within a commutable distance.
- Participation in a rotational on-call schedule for emergency page-outs is required.
- 12+ years of technical project management experience, preferably within federal or homeland security environments.
- 5+ years of team leadership with demonstrated experience in managing large-scale IT infrastructure or software development projects.
- ITIL v4 certification required.
- Strong understanding of Agile methodologies and ITIL frameworks.
- Proven track record of managing cross-functional teams and successfully delivering projects on time and within budget.
- Strong leadership, communication, and stakeholder management skills.
Preferred Skills and Qualifications:
- Bachelor's degree in a related field.
- PMP or Agile certification.
- Experience working with federal agencies, especially Homeland Security.
