Technical Program Manager / Transformation Program Manager

Delivery Manager I

UST is searching for an experienced Technical Program Manager to lead complex enterprise transformation, implementation, and migration programs.

The opportunity:
• Lead and oversee the end-to-end lifecycle of large-scale transformation programs, including design, build, testing, and deployment activities.
• Manage complex implementation and migration projects, ensuring delivery within agreed scope, timeline, budget, and quality parameters.
• Develop and maintain integrated project plans, accounting for dependencies, constraints, resource availability, and organizational priorities.
• Drive technical program governance, ensuring alignment across multiple applications, workstreams, and stakeholder groups.
• Facilitate collaboration among business, technology, architecture, and vendor teams to achieve program objectives.
• Build consensus and proactively resolve conflicts across multiple stakeholders, teams, and organizations.
• Lead requirements management activities, including requirements capture, analysis, prioritization, and traceability.
• Utilize project and program management tools such as Jira and Azure DevOps (ADO) for planning, tracking, reporting, and governance.
• Identify, assess, manage, and mitigate project and program risks to ensure successful delivery.
• Establish and maintain RAID (Risks, Assumptions, Issues, Dependencies) logs, ensuring timely communication, escalation, and resolution of critical items.
• Provide leadership, mentoring, and technical guidance to project team members throughout the program lifecycle.
• Ensure accountability across teams by enforcing responsibilities and decision-making authorities as defined in the approved RACSI/RACI framework.
• Monitor program performance through KPIs, milestones, and executive reporting, providing clear status updates to senior leadership.
• Drive continuous improvement in project delivery processes, governance standards, and execution methodologies.

• End to end Technical program management experience in multi-application transformation
• Ability to develop Integrated Project plan with constraints
• Ability to drive consensus and resolve conflicts across multiple parties
• Knowledge of Requirements capture and prioritization techniques
• In depth knowledge of program tools like Jira & ADO

Compensation can differ depending on factors including but not limited to the specific office location, role, skill set, education, and level of experience. UST provides a reasonable range of compensation for roles that may be hired in various U.S. markets as set forth below.

Role Location: Hybrid - Dallas, Texas

Compensation Range: $118,000-$177,000

Full-time, regular employees accrue a minimum of 10 days of paid vacation per year, receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year), 10 paid holidays, and are eligible for paid bereavement leave and jury duty. They are eligible to participate in the Company's 401(k) Retirement Plan with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance, as well as the following Company-paid Employee Only benefits: basic life insurance, accidental death and disability insurance, and short- and long-term disability benefits. Regular employees may purchase additional voluntary short-term disability benefits, and participate in a Health Savings Account (HSA) as well as a Flexible Spending Account (FSA) for healthcare, dependent child care, and/or commuting expenses as allowable under IRS guidelines. Benefits offerings vary in Puerto Rico.

Part-time employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year) and are eligible to participate in the Company's 401(k) Retirement Plan with employer matching.

Full-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year) and are eligible to participate in the Company's 401(k) program with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance.

Part-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year).

All US employees who work in a state or locality with more generous paid sick leave benefits than specified here will receive the benefit of those sick leave laws.
