Job DescriptionWhat is the opportunity?About the RoleWe are looking for a Technical Program Manager who combines strong program management fundamentals with hands-on fluency in Agile delivery and cloud technology, and who is excited to apply AI tools thoughtfully to make program delivery faster, more consistent, and more scalable.
This is not a "traditional" program manager role. You'll be expected to actively identify where AI-enabled workflows - for reporting, risk detection, status synthesis, documentation, dependency mapping, and more - can reduce manual overhead and improve the quality and repeatability of program execution, while maintaining the judgment and stakeholder trust that only an experienced program manager brings.
You will work across a matrixed set of stakeholders - engineering, product management, business sponsors, finance, risk, and compliance - to plan, sequence, and deliver hybrid cloud initiatives that meet the rigor expected in a regulated financial environment.
What will you do?- Own end-to-end program management for hybrid cloud initiatives spanning AWS, Azure, and On-Premise environments - from intake and planning through execution, delivery, and closure.
- Apply Agile practices and methodologies (Scrum, Kanban, SAFe) across multiple teams to drive agile planning, flow management, continuous refinement, and continuous delivery/integration.
- Partner with engineering, product, business, and finance stakeholders to align priorities, manage dependencies, and communicate program status, risks, and trade-offs clearly and proactively.
- Identify, evaluate, and implement AI-enabled tools and workflows to improve the efficiency, consistency, and repeatability of program management practices (e.g., automated status reporting, AI-assisted risk/dependency identification, meeting synthesis, documentation generation).
- Establish and maintain program governance artifacts - roadmaps, RAID logs, dashboards, and executive-level reporting - with an eye toward automation and self-service where possible.
- Facilitate cross-team ceremonies (planning, syncs, retrospectives) that keep distributed technical teams aligned and unblocked.
- Drive continuous improvement of team delivery practices, coaching teams on Agile and DevOps principles (CI/CD, flow metrics, WIP management).
- Manage escalations and resolve cross-team conflicts, balancing technical constraints, business priorities, and regulatory/compliance requirements.
- Contribute to the maturity of the technical program management function itself - helping define what "AI-enabled program management" looks like as a practice within the organization.
What Do You Need to Succeed?Program Management- Proven experience as a Technical Program Manager or Program Manager, ideally within a financial institution or another highly technical, regulated environment.
- Demonstrated ability to manage multiple concurrent, cross-functional programs with competing priorities and dependencies.
- Strong communication skills, with experience presenting to and influencing senior stakeholders across business and technology.
Agile & Delivery Practices- Deep, applied knowledge of Agile frameworks - Scrum, Kanban, and SAFe - including experience implementing and scaling these across multiple teams.
- Hands-on experience with agile planning, flow management, continuous refinement, and continuous delivery/continuous integration practices.
- Required experience with Jira and Confluence for program tracking, planning, and documentation.
- Familiarity with metrics that support flow and delivery management (velocity, cycle time, throughput, flow efficiency).
Technical & Cloud Fluency- Solid working knowledge of cloud technologies and hybrid cloud architectures - AWS, Azure, and On-Premise infrastructure.
- Comfortable engaging in technical conversations with engineering teams on topics like infrastructure, migrations, platform services, and cloud cost/operations, without needing to be a hands-on engineer.
AI-Enabled Ways of Working- Practical experience using AI tools (e.g., generative AI assistants) to improve personal or team productivity - reporting, documentation, synthesis, or workflow automation.
- A thoughtful, judgment-driven approach to applying AI: knowing where it adds real efficiency and repeatability, and where human oversight and expertise remain essential.
- Curiosity and a continuous-learning mindset toward emerging AI capabilities relevant to program and delivery management.
- Nice to have: familiarity with GitHub Copilot, Windsurf, and Visual Studio Code. Prior use of these specific tools is not required, but experience with similar AI-assisted platforms is a strong plus.
Cross-Functional Collaboration- Experience partnering effectively with stakeholders across engineering, product management, business, and finance functions.
- Ability to translate between technical and non-technical audiences, and to build trust across diverse stakeholder groups.
Nice-to-have- Experience in a financial services, banking, or other highly regulated industry.
- Relevant certifications (PgMP, SAFe Agilist, ACSM, KMP, or equivalent).
- Familiarity with cloud governance, cost optimization, or FinOps practices.
- Experience building or piloting internal AI-enabled tooling or workflows for program/portfolio management.
What's in it for you? You'll help shape how RBC's Hybrid Cloud organization delivers - combining rigorous program management with the practical, forward-looking use of AI to make delivery smarter, not just faster. You'll have visibility across engineering, product, and business leadership, and a real opportunity to define what modern, AI-enabled technical program management looks like in a regulated enterprise environment.
