Media Foundation is Meta's core platform team responsible for the end-to-end media infrastructure that powers billions of photos and videos across Facebook, Instagram, Messenger, WhatsApp, and Meta's AI products. The team builds and maintains the foundational systems for media upload, transcoding, storage, delivery, and processing-ensuring reliability, quality, and efficiency at massive scale. Media Foundation operates at the critical intersection of product experiences, AI/ML innovation, and platform infrastructure. Media Foundation seeks a Technical Program Manager (TPM) to lead the AI-Generated Media (AIGM) Provenance program-a high-visibility, cross-organizational initiative spanning content watermarking, detection infrastructure, and industry standards (C2PA). In this role, you will own the end-to-end technical program for provenance signal embedding, detection, and preservation across Meta's media pipeline, driving regulatory compliance, AI-generated content detection, and authentic media certification at global scale. You will operate at the intersection of cutting-edge AI research, media infrastructure systems, product integration, and global regulation. This includes partnering with FAIR researchers, media infrastructure engineers, product and integrity teams, and policy stakeholders to deliver against hard regulatory deadlines while simultaneously representing Meta in cross-industry standards bodies (C2PA) alongside Google, Adobe, Microsoft, and TikTok. You will leverage deep technical fluency in media systems, AI/ML, and content provenance to drive alignment across 5+ organizations, influence industry-wide specifications, and ensure Meta shapes-rather than reacts to-the evolving standards landscape.

Responsibilities

Lead and drive the end-to-end AIGM Provenance program across regulatory compliance, AI-generated media detection, and authentic signal certification workstreams.
• Drive cross-organizational alignment across Media Foundation, FAIR, Central Integrity, Product, and Policy teams-each with distinct roadmaps and incentives-ensuring shared milestones and accountability.
• Own technical strategy and execution for provenance infrastructure: watermark embedding tools, detection APIs, signal preservation through upload pipelines, transcoding, and storage schemas.
• Navigate regulatory compliance programs (CA SB 942, India IT Rules, South Korea) from technical requirements through production deployment within hard deadlines.
• Represent Meta externally in C2PA industry standards meetings, influencing specification development with technical depth and driving Meta's strategic positioning.
• Partner with researchers and senior engineers on technical design-challenging assumptions, identifying risks, and translating constraints into product and policy implications.
• Develop and implement communication strategies to proactively share program status, risks, and dependencies with leadership and cross-functional stakeholders.
• Drive the multi-layered AIGM detection strategy combining C2PA, IPTC, invisible watermarking (IW), and ML classifiers, including cross-industry IW API collaboration with Google, Adobe, and TikTok.
• Establish and track key metrics, benchmarks, and deployment milestones for provenance infrastructure, driving accountability and continuous improvement.
• Champion process improvements and automation to reduce integration burden on product teams consuming provenance signals.

Minimum Qualifications

• Proven experience leading programs that span 5+ organizations with competing priorities, driving alignment among senior stakeholders without direct authority
• Strong understanding of content provenance technologies, digital watermarking, or cryptographic signing (e.g., C2PA, IPTC metadata)
• Bachelor's degree in Computer Science, Electrical Engineering, or related technical field, or equivalent experience
• Experience representing a company externally in industry standards bodies, consortia, or cross-company technical collaborations
• Demonstrated analytical and problem-solving skills for large-scale distributed systems
• Exceptional written and verbal communication skills, with experience influencing executive leadership and representing technical positions to external partners
• Demonstrated ability to drive complex, cross-organizational programs from inception to production at global scale under hard regulatory or business deadlines
• 12+ years of experience in software engineering, systems engineering, or technical product/program management
