Position Description: We are seeking a highly skilled Technical Program Lead to oversee the technical execution of a large scale Enterprise Data Management (EDM) modernization effort. This role serves as the Technical Project Manager overseeing all work associated with the PWS, ensuring alignment across hybrid data platforms, cloud modernization activities, analytics capabilities, DevSecOps delivery pipelines, and multi framework Agile teams.
The Technical Program Lead must bring at least ten (10) years of experience overseeing Data and Analytical programs of comparable scope and complexity, spanning on prem and cloud environments. The ideal candidate thrives at the intersection of engineering leadership, architecture alignment, Agile delivery, and data platform operations - ensuring high quality, secure, compliant, and mission aligned outcomes.
This position is located in our Fairfax,VA office; however, a hybrid working model is acceptable.
Your future duties and responsibilities: . Serve as the Technical Project Manager responsible for the full scope of technical work defined in the PWS, including data warehouse operations, cloud migration, analytics modernization, platform monitoring, and continuous improvement.
. Lead day to day technical oversight of EDM platforms across on prem SQL Server, cloud data warehouse (Snowflake/AWS), Alteryx, analytics/reporting tools, and related data products.
. Drive the technical delivery of multi framework Agile teams (Scrum, Kanban, Lean), ensuring backlog refinement, sprint execution, dependency management, and alignment with Agile release trains.
. Guide modernization activities including cloud migration design, ETL/ELT transformation, Cloud configuration, and data quality/lineage verification.
. Oversee technical implementation of hybrid operations during the parallel maintenance of on prem and cloud data warehouse environments.
. Manage the configuration and release management processes, ensuring proper documentation, testing, versioning, and adherence to enterprise change management procedures.
. Manage operational responsibilities including refresh cycles, incident response, troubleshooting, platform performance optimization, and monitoring of EDM systems.
. Support the design, validation, and deployment of data models, data flows, migration patterns, architectural artifacts, and technical specifications.
. Ensure compliance with security, accessibility, audit, privacy, and data governance requirements, including vulnerability remediation and continuous monitoring.
. Collaborate closely with cloud engineering, database administration, security offices, and data governance stakeholders to ensure coordinated and compliant technical execution.
. Provide transparent, data driven technical reporting on risks, issues, dependencies, KPIs, and platform health to program leadership and government stakeholders.
. Mentor technical team members, reinforcing best practices in engineering, DevSecOps.
Required qualifications to be successful in this role: . 8 10 years of experience successfully overseeing technical programming with enterprise level scope and complexity within Data Management or Analytics program areas across both on prem and cloud environments.
. Deep technical expertise in data warehousing environments, including SQL Server on prem architecture, ETL/ELT pipelines, cloud services, and Snowflake configuration.
. Experience leading modernization initiatives involving migration from legacy on prem systems to cloud native architectures.
. Proven experience managing Agile development teams and multi team release structures (e.g., DevOps, Data Model, Integration, Front End release trains).
. Proficiency in DevSecOps practices, CI/CD pipelines, automation scripting, platform monitoring, and performance engineering.
. Strong understanding of system administration, configuration management, security compliance, and enterprise change control workflows.
. Ability to design, review, and validate architectural artifacts, data models, data flows, migration plans, and system documentation.
. Excellent analytical and communication skills, with the ability to translate technical issues into actionable insights for leadership.
. Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical field.
Desired qualifications/non essential skills required:
. Experience supporting large federal data or analytics programs.
. Familiarity with Alteryx administration, Business Objects sunset operations, or other analytical platform transitions.
. Knowledge of data governance practices, metadata management, lineage frameworks, and AI/ML data readiness.
. Relevant certifications (Cloud, Snowflake, ScrumMaster, SAFe, DevOps, PMP, etc.)

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 $194,000.00.
