Position Summary
Serves as the primary technical and contractual point of accountability for the government program. Leads technical planning, estimation, architecture oversight, and delivery across the Appian case management platform, the Drupal External Filer portal, and the Data Hub event-streaming system, while managing contract performance, financials, and client relationships with the Federal Project Manager and Product Owner.
Roles and Responsibilities:
• Lead technical planning, requirements gathering, estimation, and delivery across all program technologies (Appian, Drupal, Data Hub, Tableau).
• Manage contract performance, financials, staffing, and deliverable schedules in coordination with the Federal Project Manager.
• Oversee program architecture decisions and ensure solutions integrate securely with existing agency infrastructure.
• Participate in and lead design meetings, daily scrums, and program office meetings.
• Manage security operations posture and ensure deliverables meet federal compliance requirements.
• Serve as escalation point for risks, dependencies, and cross-team coordination.
Required Skills and Experience
• Bachelor's degree and 7+ years of federal IT experience.
• Demonstrated experience with program operations and maintenance (O&M).
• Contract and financial management experience on major federal IT programs.
• Hands-on familiarity with Appian, the program Data Hub, and the External Filer portal.
• Experience leading Agile teams.
• Security operations experience.
Preferred (Optional) Skills and Experience:
• Experience supporting foreign labor case management systems with public-facing web interfaces.
• PMP or equivalent program management certification.
• Experience interfacing directly with federal Product Owners and contracting officers.
