Technical Director (Maintenance & Modernization Division)

Purpose:
  • Valkyrie has a need for a Technical Director which will serve as a critical leadership figure within the Maritime Modernization division. Acting as an assistant to the Vice President of Operations Division Manager of Maintenance & Modernization, this role is accountable for overall program and production quality on board ships and projects, divisional personnel resourcing, and technical excellence.
  • The Technical Director drives operational readiness, oversees technical and safety training programs, ensures rigorous quality assurance (QA) compliance, and supports business development and proposal efforts.
  • Located in Norfolk, VA.

Job Description:
  • Leadership, Operations, & Administration
    • Assist the Division Manager with the day-to-day operations of Maritime Modernization.
    • Accountable for divisional personnel resourcing, including performing the hiring and release of personnel.
    • Oversee the Resource Manager in all assignments of work throughout the division.
    • Work collaboratively with Program Managers to support project production directly on the deck plates.
    • Collaborate with clients, vendors, contractors, other operational units, and corporate departments to facilitate the effective development and delivery of products and services.
    • Research new technologies, tools, and work processes to continuously improve operational effectiveness and efficiency.
  • Training, Mentorship, & Professional Development
    • Manage the leadership development of project site supervisors and team leaders through structured coursework and mentorship training.
    • Collaborate with the Resource Manager to develop and conduct professional development training that supports long-term technical career advancement.
    • Develop, maintain, and ensure delivery of up-to-date, effective technical and safety training across all teams, including but not limited to:
      • Cableway operations
      • Connectors (all types, including multi-pin, CAT5 with system-specific configurations, and fiber connectors)
      • Team lead development
      • Lockout/Tagout (LOTO)
      • Firewatch protocol
      • Safe work environment and work practices
      • Ring-out and continuity checks
      • Paint sampling
      • Job box safety and operations
    • Ensure ongoing field training is actively conducted by every team (e.g., daily job box training, ad hoc training to correct performance issues, task kick-off safety briefings, and task-specific training.
    • Monitor On-the-Job Training (OJT) progress for all technicians and provide opportunities to complete OJT during downtime.
    • Perform other training and performance-related duties as directed by the Operations Manager.
  • Quality Assurance (QA) & Field Oversight
    • Assess technical performance in the field no less than weekly on every ongoing task.
    • Conduct unannounced spot checks no less than every two weeks on every active job, either in person or through qualified personnel.
    • Develop a reliable method for collecting data and images to verify work quality, progress, and QA book maintenance on remote jobs (e.g., Hawaii, Japan, and Bremerton).
    • Support the QA function as an inspector; perform Quality Control Inspector (QCI) duties on ongoing tasks and audit QA books as required.
    • Audit divisional QA functions to ensure the program operates effectively.
    • Develop and mentor a core group of senior technicians qualified to conduct QC spot checks, QA inspections, audit QA books, and lead field training.
    • Ensure all teams are equipped with the correct tools and instruments required to complete assigned tasks safely and efficiently.
    • Develop, maintain, and enforce standardized work procedures for all tasks (e.g., NOMEX deck installation, specialized connectors) and ensure all personnel are properly trained on them.
  • Program Oversight & Scheduling
    • Ensure proper work breakdown structures are submitted to the Program Analyst supporting resource-loaded schedules.
    • Ensure weekly progress is submitted to track the overall health of each open project.
    • Identify manning gaps and ensure Maintenance Modernization delivers on its 75% time-sold target.
    • Rebuild the Resource Team to align with Valkyrie standards and expectations.
    • Develop deck plate leadership and accountability training, holding leadership accountable for both successes and shortcomings.
    • Participate in and conduct formal Hot Washes and maintain a Lessons Learned Register for continuous improvement.
    • Conduct Ready-to-Start Briefs and maintain Availability Trackers in support of Valkyrie operational standards.
    • Conduct 25%, 50%, and 75% project conferences.
    • Ensure all projects are resource-loaded into detailed schedules that support estimates and awarded project execution.
  • Development Proposals Development
    • Serve as an active member of the bid and proposal team for maintenance modernization projects.
    • Write technical approach sections for proposals and participate in review teams throughout the proposal lifecycle.
    • Grow strategic relationships with partnering Alteration Installation Team (AIT) companies and government customers to foster collaboration and better support the fleet.
    • Provides ongoing business development support, bids, and estimates as requested.


Required Qualifications:
  • Must have a bachelor's degree in engineering, Construction Management, Project Management, Business, or a closely related technical field. Equivalent combination of education and directly applicable experience will be considered. Or 5+ years of hands-on Oracle Primavera P6 scheduling experience in a defense, shipbuilding, naval maintenance, or large-scale construction environment.
  • Must have demonstrated experience developing and maintaining Resource-Loaded Integrated Master Schedules (IMS) for government contracts - including WBS development, CPM network logic, and baseline management.
  • Proficiency in Earned Value Management (EVM) concepts and applications: SPI/CPI calculation, EAC/ETC forecasting, and variance analysis reporting.
  • Must have experience producing schedule deliverables in support of government contract requirements - including schedule narrative sections for proposals, contract data requirements list (CDRL) deliverables, and program review packages.
  • Must have strong working knowledge of Microsoft Excel for schedule data analysis, cost tracking, and resource forecasting.
  • Must have excellent written and verbal communication skills; ability to present schedule status, risk, and recovery plans to program leadership, customers, and teaming partner representatives.


Desired Qualifications:
  • Experience scheduling Navy ship maintenance, repair, or modernization availabilities - including familiarity with CNO availability structures, AIT work packages, and RMC contracting vehicles (MAC-MO FFP IDIQs, CPFF MAC task orders).
  • Familiarity with NAVSEA planning and scheduling requirements, including NSWCPD, MARMC, SWRMC, or PSNS availability management processes.
  • Project Management Professional (PMP) certification or equivalent credential (CAPM, PMI-SP, or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification).
  • Experience working with or for prime contractors such as GD NASSCO, Vigor Marine Group, HII, or BAE Systems on Navy ship availabilities.
  • Familiarity with MSRA (Master Ship Repair Agreement) contracting structures and the associated scheduling and documentation requirements.
  • Working knowledge of DCAA audit requirements and CPSR-compliant program controls documentation practices.
  • Experience with pre-fabrication or trade labor scheduling in a shipyard or industrial maintenance environment.


Security Requirements:
  • Must be eligible to obtain and maintain a DoD Secret security clearance.
  • Must have the ability to gain access to private and public shipyards and Naval installations.

Travel Requirements:
  • Up to 50% travel nationwide to include international travel as needed.
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID.
