Description

Overview
  • The Technical Business Analyst supports government programs by translating business needs into actionable technical requirements, performing detailed analysis, and ensuring solutions align with federal standards, security requirements, and program objectives. This role collaborates with government stakeholders, Program and Product Managers, Scrum Masters, and technical teams to optimize processes, document systems, and support successful implementations across complex federal environments.

Essential Functions & Duties
  • Gather, analyze, and document business requirements for federal systems.
  • Translate business needs into detailed functional and technical specifications.
  • Conduct gap analyses for systems, workflows, data flows, and processes.
  • Define and maintain current- and future-state business and technical process flows.

Technical Responsibilities
  • Analyze and document API requirements including request/response structures, authentication, and data mappings.
  • Collaborate with developers and architects to understand backend logic, system integrations, and data flows.
  • Support testing and validation of APIs, backend processes, and system integrations.
  • Troubleshoot issues related to system connectivity, data exchange, and inter-system communications.

Project Support
  • Support project meetings; capture meeting minutes and action items for government review.
  • Maintain project lifecycle documentation in compliance with federal audit requirements.
  • Participate in backlog refinement, sprint planning, and other Agile ceremonies.
  • Develop user stories, use cases, acceptance criteria, and process documentation.

Data & Reporting
  • Perform data analysis using SQL and reporting tools to support program decisions.
  • Build dashboards, metrics, and compliance reporting as required.

Governance & Change Management
  • Support the Change Control Board (CCB) process, including documentation and impact analysis.
  • Ensure documentation, requirements, and processes meet federal governance standards.

Testing & Implementation
  • Assist in developing test cases and supporting User Acceptance Testing (UAT).
  • Validate system behavior, identify issues, and support release readiness.
  • Contribute to deployment and release coordination activities.

Communication & Documentation
  • Communicate effectively with government stakeholders, internal teams, and external partners.
  • Maintain comprehensive documentation in government-approved repositories.
  • Provide audit support, compliance documentation, and knowledge transfer materials.

Required Skills & Qualifications
  • Strong understanding of federal SDLC frameworks (Waterfall, Agile, hybrid models).
  • Experience documenting requirements and technical specifications for federal systems.
  • Proficiency with Jira, Confluence, and other federal project tracking tools.
  • Experience with BPMN, UML, and federal process documentation standards.
  • Proficiency with SQL, Excel, Power BI/Tableau/EazyBI, or comparable reporting tools.
  • Knowledge of APIs, backend functionality, system integrations, and data exchange patterns.
  • Familiarity with government IT architecture, governance, and security considerations.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities in a dynamic contracting environment.
  • Minimum 3 years of experience supporting government or corporate technical programs.

Preferred Skills & Experience
  • 5+ years supporting federal or defense programs.
  • Experience in multi-vendor federal environments.
  • Experience with cloud platforms such as AWS GovCloud or Azure Government.
  • Certifications: CAPM, CBAP, PMI-PBA, PMP, CSM, or equivalent.
  • Bachelor's degree in MIS, IT, Business, Data Analytics, or related field.
  • Experience with federal data standards and information-sharing frameworks.

Citizenship & Clearance Requirements
  • Must be a U.S. citizen.
  • Must be able to obtain a Federal Government Position of Trust.
  • Must successfully pass a federal background investigation.
  • Must comply with all federal suitability and onboarding requirements.

Education Requirements:
  • Bachelor's degree in Computer Science, Cyber Security, Information Technology, Software Engineering, Information Systems, or Computer Engineering degree; or an Engineering degree from an accredited* institution.In accordance with DOD Cyber Workforce Qualifications Matrices Management, Security+ is required for candidates that do not possess a Bachelor's degree in Computer Science, Cyber Security, Information Technology, Software Engineering, Information Systems, or Computer Engineering degree; or a degree in Engineering from an accredited* institution. Target Salary Range

Compensation for roles at Synergy is determined by a variety of factors including, but not limited to, the requirements of the role; level of experience; education and certifications; the individual's combination of knowledge, skills, and abilities; as well as alignment with market data, federal and state laws, and other business and contract considerations. The estimated pay range for this position is: $71,613.00 - $102,304.00. The disclosed range has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case and represent just one component of Synergy's total compensation package for employees.
