Full Job Description
The Technology Delivery Manager oversees the end-to-end delivery of technical solutions, bridging the gap between Software Engineering Claims teams, Product Delivery teams, and business stakeholders. This role ensures that projects are completed on time, within budget, at a high level of quality, by managing workflows, removing impediments, and aligning technical strategy with business goals. This role is responsible for resolving complex and escalated technical issues, coordinating delivery across high-value and high-dependency initiatives, mentoring technical leads, and providing staff management oversight. Performs other duties as assigned.

Key Accountabilities

  • Project Execution: Represent the Claims Delivery Director in overseeing and coordinating the efforts of primary Claims Product Family delivery teams.
  • Technical Expertise: Using strong technical background (understand software architecture, DevOps best practices) provide recommendations, triage technical issues, and where needed lead technical forum for ideas to resolve technical problems.
  • Team Leadership and Staff Management: Lead and coordinate agile scrum team delivery across Claims Product Family development and testing teams, ensuring alignment and collaboration. Mentor technical leads, promote adherence to technical best practices, and support the definition, monitoring, and reporting of KPI metrics. Provide day-to-day staff management support, including coaching, prioritization, capacity planning, performance feedback, onboarding support, and development planning for assigned team members.
  • Risk Management: Resolve escalated and complex cross-team technical issues involving IT, Business Stakeholders, and Operations teams. Act as a first-level escalation point for delivery teams, enforce architectural standards, and participate in Centers of Excellence (CoEs) to promote consistency and innovation.
  • Stakeholder Management: Communicate with key business partners, managing expectations to ensure alignment and timelines based on organizational goals.
  • Process Optimization: Contribute to product roadmaps and architectural enablers. Attend Agile/SAFe ceremonies, drive continuous improvement, and ensure delivery teams meet Program Increment (PI) commitments. Ensure timely and accurate completion of time tracking, financial management, and adherence to IT orchestration tools.


Required Qualifications

  • Bachelor's degree in information technology, Health Care, or related field, or equivalent experience
  • 8+ years of work experience in technical roles
  • 3+ years of experience leading, supervising, coaching, or managing technical staff, including performance guidance, workload prioritization, and employee development.


Skills and Abilities

  • Advanced knowledge of Claims systems and product delivery
  • Advanced understanding of tech platforms (Azure, AWS, Oracle utilities, Epic Systems)
  • Prior experience with AI/GENAI use cases in Tech operations or delivery management
  • Scaled Agile certifications (e.g., SAFe Agilist, PO/PM, RTE)
  • Strong communication skills with the ability to explain complex technical concepts to diverse audiences and present technical concepts to business leaders/stakeholders
  • Exceptional organizational and leadership skills
  • Demonstrated ability to manage team capacity, support employee engagement, providing timely coaching and feedback, and foster accountability across technical delivery team.
  • Advanced technical expertise, leadership, and a strategic mindset to drive successful delivery outcomes across the Claims Product Family


This position is an Office role, which requires an employee to work onsite at our Minnetonka, MN or Madison, WI office, on average, 3 days per week.

The full salary grade for this position is $113,400 - $194,400. While the full salary grade is provided, the typical hiring salary range for this role is expected to be between $113,400 - $170,100. Annual salary range placement will depend on a variety of factors including, but not limited to, education, work experience, applicable certifications and/or licensure, the position's scope and responsibility, internal pay equity and external market salary data. In addition to base compensation, this position may be eligible for incentive plan compensation in addition to base salary.
