Summary

This position is located in Office of the Chief Nuclear Reactor Inspector (CNRI), Division of Oversight and Compliance Programs (DOCP), Allegations and Enforcement Branch (AEB).

Duties

The successful candidate will perform the full range of Team Leader duties.

Such duties include but are not limited to:

  • Being fully responsible for leading and supervising the Headquarters OAC Team within the Allegations COE. Supervisory duties include, but are not limited to, the following: approving leave and credit hours, certifying time and attendance, approving training, posting solicitations of interest and vacancy announcements, interviewing candidates and making selections, assessing performance, preparing appraisals, providing performance reviews, and addressing performance and conduct issues.
  • Serving as an authority on allegation matters for the offices served by the Headquarters OAC Team.
  • Assessing information, facts and circumstances regarding allegations and promptly notifies responsible technical staff in the AO of allegation issues and need for assistance.
  • Coordinating activities by the technical staff to ensure that an Allegation Briefing/Summary Sheet is prepared and includes: a statement of concern assessment of safety significance; technical review priority and basis; appropriate resolution actions, including the need for referrals Inspections Investigations and appropriate schedules.
  • Ensuring that the Briefing/Summary Sheet and pertinent incoming documents are prepared and distributed to ARB members in a timely manner prior to the ARB meeting. Ensures the technical staff with responsibility for the allegation attend the ARB and present the allegation details and proposed resolution actions to the ARB.
  • Providing guidance and training to the NRC technical staff in the handling allegations, including NRC MD 8.8 (Management of Allegations), as requested. Also provides guidance and training relating to identity protect issues, handling of confidentiality, preparation of reports and related documents and potential impact of review activities on OI investigations.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: Knowledge of the NRC Allegation Management Program and experience implementing its functions, including processing, evaluating, and/or responding to allegations in a manner consistent with agency policies and expectations. Understanding of NRC rules, regulations, policies, and procedures for oversight, inspection, and related regulatory activities. Ability to identify, develop, and/or implement process improvements and efficiencies; apply data-informed decision-making; and conduct effective program management functions. Skilled in communicating complex information and coordinating with multiple levels of the organization.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of the NRC Allegation Program, including the policies and processes for receiving, evaluating, coordinating, and closing allegations. Demonstrated experience in overseeing complex or sensitive cases, supporting the Allegation Review Board (ARB) process, and coordinating with program and technical staff and management to ensure appropriate, consistent, and timely closure of cases. Describe experience leading or coordinating allegation activities, including screening and evaluating issues and recommending actions. Provide examples of managing complex or sensitive allegations, participating in ARB discussions, and coordinating with program and technical staff and management. Highlight accomplishments which demonstrate sound judgment, effective collaboration, and the ability to ensure appropriate, consistent, and timely allegation resolution. Discuss the scope and complexity of your assignments, the role you played (e.g., lead, principal contributor, team member), and the impact of your contributions on outcomes. Provide specific examples and accomplishments.

2. Demonstrated knowledge and experience involving the basic principles, concepts, policies, and practices in at least one of NRC's technical areas and associated requirements (e.g., new, advance, or operating reactors; nuclear materials, waste, fuel facilities, or spent fuel storage and transportation; security, etc.). Demonstrated experience implementing regulatory functions such as licensing, technical reviews, inspection, oversight, rulemaking, etc. Demonstrated ability in evaluating technical and regulatory issues, integrating information across disciplines, and facilitating agency safety, security, and regulatory decisions. Describe specific training, education, and experience that enabled you to develop knowledge of NRC's technical and regulatory areas. Provide examples of applying this knowledge to resolve issues. Describe your role in conducting regulatory functions such as licensing, technical reviews, inspection, oversight, rulemaking, etc. Describe your experience in evaluating issues, integrating information across disciplines, and providing inputs to agency decisions on safety, security, and/or regulatory matters. 4. Describe the kinds of oral presentations or briefings you have made and the audience levels and groups involved (e.g., colleagues, senior management officials, representatives of other institutions/organizations). Qualification for 0801 series:

Basic Requirements:

  1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


OR

  1. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  3. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  4. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  5. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
