POSITION DETAILS

CLASSIFICATION

This position is classified at the RE-05 group and level which is roughly equivalent to the AS-07 and AS-08 groups and levels.

LOCATION

The designated worksite for this position is the Ottawa, Ontario OSFI Office, which will be considered the employee's regular place of work.

OSFI's work model includes telework and mandatory onsite presence. The terms of the employee's telework arrangement will be established in accordance with the Directive on Telework and related organizational directions. These arrangements must be reviewed annually, at a minimum, and can be subject to change.

PROCESS INTENT

The immediate need is to staff one position with a language requirement of (bilingual imperative CBC/ on an indeterminate (permanent) basis.

A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic profiles (bilingual imperative, bilingual non-imperative, English essential or French Essential), security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.

KEY RESPONSIBILITIES

Provides leadership, expertise, and operational oversight for security investigations and personnel security screening activities within the Security Operations function. Leads a team responsible for conducting security investigations, managing investigative files, and administering personnel security screening processes; provides advice and recommendations on security risks and suitability matters; oversees complex and sensitive cases; ensures compliance with Government of Canada security requirements; fosters effective relationships with internal and external stakeholders; and contributes to the effective delivery of investigations and personnel security services.

ESSENTIAL EDUCATION
  • A degree, diploma or certificate from a recognized post-secondary institution

ESSENTIAL EXPERIENCE
  • Significant(1*) experience conducting complex security investigations(2*), including interviews, analysis, and report writing.
  • Experience providing advice and recommendations on personnel security and suitability matters.
  • Experience analyzing information from multiple sources to assess risk and support decision-making.
  • Experience supervising employees, including managing performance, workload, and employee development.


*NOTE:

(1*) Significant experience is defined as the breadth and depth of experience normally acquired through at least three (3) years.

(2*) Complex security investigations are those involving multiple information sources, risk analysis, stakeholder engagement, policy interpretation, and written recommendations to management.

ASSET QUALIFICATIONS

  • Experience leading an investigations, personnel security, or security operations function.
  • Experience working with federal security, intelligence, law enforcement, or regulatory partners.

OPERATIONAL REQUIREMENTS
  • Ability and willingness to work overtime and irregular hours on short notice.
  • Ability and willingness to travel within Canada when required.

CONDITIONS OF EMPLOYMENT
  • Security -Top Secret*
    • *In accordance with the new Directive on Security Screenings, Top Secret security clearances are granted to Canadian citizens only.
  • The ability to work remotely from home within Canada with access to the Internet in one's residence is a condition of employment.
