Full Job Description
The Bureau of Communicable Disease (BCD), part of the Division of Disease Control, is responsible for the surveillance, prevention, and control of over 70 infectious diseases including foodborne, enteric, waterborne, respiratory (including COVID-19), zoonotic and vector borne diseases. Reporting to BCD's Deputy Director, the Team Lead works with subject matter experts in BCD to plan, develop, and administer communicable disease programs of considerable size and complexity. Duties may include administrative supervision of clerical, fiscal, analytical, and support staff; responsibility for contract administration, allocation of funds, monitoring, evaluation, and contract compliance in one or more service areas and performing related work.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Provide daily supervision for the Bureau of Communicable Disease fiscal team.
- Develop and implement various policies and procedure for improvements of administrative functions and programs.
- Manage, monitor, review and adjust all spending for BCD from various funding sources for personnel and other than personnel services.
- Manage, monitor, submit and track all intra-city and state awarded grant projects for BCD.
- Oversee, review and monitor BCD contracts and coordinate documentation and tracking with the Division of Disease Control and Fiscal Management to ensure timely contract initiation.
- Develop contracts and purchase orders and provides subcontractor and vendor activity oversight in collaboration with the Office of Agency Chief Contracting Officer (ACCO).
- Collaborate with BCD's HR team to monitor fiscal related items on all personnel actions including hiring and recruitment and payroll actions.
- Coordinate with BCD's HR team on managing positions lists, organization charts, vacancy reports, and budgets.
- Coordinate with BCD's HR team to monitor BCD Overtime Salary Cap Waivers to ensure staff does not exceed the agency salary percentage cap.
- Manage, administer, control BCD's telecommunication equipment on repair, cost, stolen, re-assignment, new allocations and relinquishments, and yearly budget chargebacks.

1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.
2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
