Job Description Financial Examiner V (Certified Financial Examiner) Houston Area This position performs highly complex (seniorlevel) financial examination work. Work involves coordinating the review and evaluation of fiscal, corporate, and operational records to determine financial condition, level of internal control, and compliance with statutory requirements. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job DutiesThis position: - Act as the examinerincharge for riskfocused financial examinations of insurers which includes planning, budgeting, and supervising assisting examiners, as appropriate.
- Identify, evaluate, and assess risks, mitigation strategies and their effect on the insurer's financial reporting.
- Evaluate financial statements and company records for compliance with statutes, rules, and regulations.
- Prepare workpaper documents which reflect the work completed, including the results, in a clear manner with appropriate detail.
- Communicate, collaborate, and coordinate with peers, company representatives, and representatives of other state and federal regulators.
- Review workpaper documents prepared by others.
- Develop staff by providing feedback, coaching, guidance, and technical assistance.
- Performs other duties as assigned.
Minimum QualificationsThis position requires: - Graduation from an accredited fouryear college or university with major coursework in business administration, accounting or finance, risk management, economics, or a related field.
- Minimum 3 years experience as a financial examiner.
- Regular work attendance.
- Travel may be required for up to 75% of the time. If travel is 10% or more, you must maintain a state of Texas Driver's License.
Must be eligible for the bondrelated provisions of Insurance Code Section 401.106 and take the oath required by Insurance Code Section 401.105 .
Registration, license, or certification required: Certified Financial Examiner from the Society of Financial Examiners.
Knowledge/Skills/Abilities This position requires demonstrated knowledge of:- State laws, rules, procedures, and regulations relevant to job requirements.
- General state and insurance laws and regulations, including NAIC publications relevant to financial solvency examinations.
- Intermediate riskfocused examination or audit techniques consistent with national insurance regulatory standards.
- Application of branded risks to insurer operations to identify significant risk of insolvency.
- Accounting standards of Statutory Accounting Principles (SAP) and Generally Accepted Accounting Principles (GAAP).
- Corporate structures, business operating procedures, and management control and reporting methods for insurance and insurancerelated entities.
This position requires demonstrated skill in:- Problem solving and critical thinking.
- Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
- Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
- Operating a motor vehicle in a safe and courteous manner in compliance with traffic laws.
- Developing clear and concise conclusions.
- Professional verbal and written communication skills.
- Analyzing operational information of an insurance company regarding personnel, business, plans, investment strategies, budgets, marketing, real estate, management, and daytoday operations.
- Strong organizational skills.
- Leading solvency examinations and facilitating employee development.
