This position will be on-site/hybrid at our Santa Ana, CA location.
How you will contribute
The Tax Filing Manager owns the daily and quarterly filing operation within Tax Operations, managing the Filing Leads and Filing Specialists who process periodic and quarter-end filings. This role sets filing priorities, oversees SLA performance, and ensures paper and electronic filings, check attaching, bulk check reconciliation, and ACH credit applications are completed accurately and on time across the team. The Tax Filing Manager escalates staffing, quality, and production risks to leadership before they affect clients or agency deadlines, and partners with Product, Development, and Client Services to keep the filing organization ready for new agencies, tax codes, and system changes.
Major Duties and Responsibilities
- Manage the daily and quarterly filing operation, including oversight of Filing Leads and Filing Specialists across periodic and quarter-end cycles.
- Own filing SLA performance; monitor risk trends across the team and escalate exposure to the Director before deadlines are missed.
- Ensure paper and electronic filings, check attaching, bulk check reconciliation, ACH credit applications, and mail processes are completed timely and accurately across the team.
- Oversee resolution of filing rejections and ensure timely communication of rejections and corrective actions to CSS/CSR teams.
- Ensure proof of mailing, agency confirmations, and filing documentation are complete and audit-ready.
- Oversee tracking of missing authorizations, third-party authorization issues, and agency follow-up items to resolution.
- Serve as an escalation point for complex agency questions and filing issues that Leads cannot resolve independently.
- Own filing SOPs; ensure procedures are current, followed consistently, and updated as agency or system requirements change.
- Direct employee training and onboarding for the filing organization, including cross-training across periodic and quarter-end functions.
- Oversee JIRA testing activities for filing-related changes, defects, and updates, and coordinate with Development on release readiness.
- Ensure tracking systems remain current and accurate; hold Leads accountable for timely documentation of status and changes.
- Oversee the build and setup of new tax codes, including coordination with Product/Development, documentation, and readiness for filing use.
- Direct quarter-end filing coverage planning, progress tracking, and temporary QE support staffing; resolve blocked or high-risk items escalated by Leads.
- Manage agency bulk filer applications and relationships, including e-file, ACH, and import file specifications.
- Partner with Client Services, Legal, and Product on complex or sensitive filing, rejection, or agency compliance matters.
- Prepare and present filing performance, quality, and risk metrics to senior leadership.
- Manage staffing, performance, and development of the filing team, including hiring, coaching, and performance management of Leads and Specialists.
Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred.
- 7+ years of payroll tax filing experience, including periodic and quarter-end filing processes, with prior supervisory or management experience.
- Demonstrated experience managing agency deadlines, filing SLAs, and high-volume filing cycles at a team or department level.
- Experience overseeing troubleshooting of e-file rejections and directing corrective action plans.
- Experience managing agency bulk filer applications.
- Strong understanding of the Asure Tax Code module and new agency implementation procedures.
- Experience reading and translating e-file, ACH, and import file specifications, and directing testing and documentation for development changes.
- Experience overseeing bulk payments and reconciliation, including balancing filing totals and reported figures.
- Demonstrated ability to lead a team: assigning work, managing performance, and developing staff.
- Strong communication, escalation, and executive-reporting skills; experience with JIRA, Salesforce, agency portals, and internal filing/payment systems.
Technical Skills
- Strong understanding of the Tax Codes.
- Proficiency with Microsoft Office, including Outlook, Excel, Word, and Teams.
- Ability to use agency websites, agency filing portals, shared folders, and internal trackers.
- Ability to develop, follow, and enforce filing instructions, SOPs, and escalation procedures.
- Ability to document and report on filing status, issues, and next steps clearly to leadership.

Compensation
The minimum base salary range for this position is $120,000, based on relevant experience, skills, and industry knowledge. Asure Software offers a variety of employee benefits.
