Summary
Metro Transit's Employee Services Division seeks to fill two (2) full-time Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) Talent Advisors (HR Analysts) to help the Rail Talent Team recruit and hire a talented, diverse workforce to meet the current and future needs of our growing and changing organization. We are looking for an outstanding talent acquisition professionals who are committed to diversity and social justice, providing exceptional customer service and excited to recruit for one of the largest Rail agencies in the nation.
Supporting Metro Transit's Rail Division

These positions will directly support King County Metro Transit's Rail Division, one of the fastest-growing rail organizations in the nation. The Rail Division operates and maintains Link light rail and the Seattle Streetcar, delivering safe, reliable service to thousands of riders every day. As a Talent Advisor, you will serve as a trusted recruitment partner, helping attract and hire the skilled professionals who design, maintain, operate, and support the systems that keep our region moving. From journey-level trades and rail operations positions, your work will have a direct impact on the continued growth and success of Metro's expanding rail network.
Who May Apply

This recruitment is open to all qualified internal and external applicants and will be used to fill two (2) full-time TLT/SDA, Talent Advisor (HR Analyst)positions. The anticipated duration for each position is up to six (6) months with the potential for extension. This recruitment may also be used to establish a list or pool of qualified candidates for any future TLT/SDA openings in the same classification. Placement onto an eligibility list/pool is not a guarantee of placement into a future position. The pool/list may be used for up to six (6) or twelve (12) months at the discretion of the hiring authority.
Note: Only current King County employees that have passed probation in their current role (or will complete it by the closing date of this posting) are eligible for these positions as SDAs.

Job Duties

As a Talent Acquisition Analyst, you will:
  • Be a Talent Advisor in solving problems and influencing outcomes both with your customers and within talent acquisition.

  • Be Knowledgeable in Federal, State, and County laws, policies, and practices that affect Human Resources.

You will accomplish this by:
  • Managing and performing full cycle recruitment processes for trades, professional and technical, administrative, and hard-to-fill positions. Working collaboratively with leadership, hiring managers, and other human resources staff.
  • Promoting King County as an Employer of Choice. Generate diverse applicant pools in support of Equity and Social Justice Goals.
  • Developing and administering merit-based selection materials including recruitment plans and timelines, job announcements, job-related tests and exams, interview questions, and related rating criteria. Metro uses competency-based recruiting methods and behavioral-based interview questions.
  • Establishing priorities for managing your own work and stay on a focused, efficient path toward achieving results, while optimizing the recruitment processes by contributing innovative ideas and recommending efficiencies. We project manage each recruitment to drive results.
  • Establishing relationships with both hiring managers and candidates to be a trusted advisor delivering outstanding customer service throughout the hiring process.

Experience, Qualifications, Knowledge, Skills

We'd love to hear from qualified applicants who have:
  • Two (2) or more years of experience managing or supporting multiple full-cycle recruitments, including high-volume and/or hard-to-fill positions.
  • Experience in the following:
    • Effectively using Applicant Tracking Systems (King County currently uses NEOGOV).
    • Designing and/or delivering an effective, candidate-centered recruitment experience.
    • Researching, interpreting, and applying, HR employment law and HR rules, union contracts, policies and procedures.
    • Building and maintaining solid working relationships with customers, hiring managers and team members.
    • Using Microsoft Office Suite, virtual collaboration platforms, and HR information systems to support daily business operations.
  • Excellent interpersonal and communication skills. Able to provide advice and consultation and lead value added discussions that challenge conventional norms.
  • Demonstrated commitment to equity, diversity, and inclusion in all aspects of recruitment and hiring.

Highly competitive candidates will also have:
  • Experience supporting recruitment efforts in a unionized and highly complex environment.
  • Experience effectively using PeopleSoft or other similar human resources information management systems as a part of daily job responsibilities.
  • Experience effectively using NEOGOV or other similar applicant tracking systems as a part of daily job responsibilities.
  • Experience managing or supporting recruitment efforts for skilled trades and specialized technical positions.

Work Schedule
This hybrid role involves a mix of remote work and on-site responsibilities, with an expectation of being in the office for meetings, tasks, and assignments as needed. This position is covered under the provisions of the Fair Labor Standards Act and is eligible for overtime pay. Work schedule is normally Monday through Friday, 40-hour work week. Variations may be required depending on the demands and training needs of the work.

Work Location
This position follows a hybrid work schedule requiring a minimum of (2) days per week onsite at King Street Center, 201 S. Jackson Street, Seattle, Washington, consistent with King County Metro's hybrid work policy. Outside of the required on-site day, the incumbent may work remotely. Remote workdays may be adjusted based on operational or business needs.
