Pay: $97,500-$150,600

Job Title: Talent Acquisition Manager

Position Summary

The Talent Acquisition Manager is a strategic leader within the Talent Acquisition Center of Excellence (COE), responsible for the governance, strategy, and delivery of Talent Acquisition programs across North America. This role partners closely with HR Business Partners and business leaders to align hiring strategies with workforce planning priorities and business growth objectives.

The role owns employment brand strategy and candidate experience, while ensuring operational excellence, compliance with applicable laws and regulations, and effective use of technology, vendors, and data to deliver measurable hiring outcomes.

Key Responsibilities

Strategy & Workforce Alignment

- Lead the design and execution of Talent Acquisition strategies aligned with workforce planning and business priorities

- Partner with HR and business leaders to forecast hiring demand and develop proactive talent pipelines

- Leverage labor market intelligence, external benchmarking, and internal data to inform hiring strategies

Operations & Delivery

- Oversee execution of full-cycle recruitment across high-volume and critical roles

- Design and deploy sourcing strategies to ensure hiring targets are achieved efficiently

- Optimize recruiting workflows, service delivery models, and team capacity planning

Technology & Vendor Management

- Serve as system owner for Applicant Tracking System (ATS) and onboarding platforms, ensuring optimization, data integrity, and alignment with enterprise HR systems

- Manage external vendor relationships (agencies, RPO, assessments, background checks)

- Establish vendor performance metrics, conduct regular business reviews, and ensure cost and service optimization

Employment Brand & Candidate Experience

- Own and evolve employment brand strategy, including employee value proposition (EVP)

- Enhance candidate experience across all touchpoints, including application, interview, and onboarding processes

- Drive funnel conversion and candidate engagement through data-driven insights

Compliance & Governance

- Ensure compliance with federal, state, and local employment laws, including EEO, OFCCP, and government contractor requirements

- Maintain audit readiness, including documentation standards, disposition tracking, and data integrity

- Oversee pre-employment programs (background checks, assessments, drug testing) for consistency and compliance

Analytics & Continuous Improvement

- Develop and leverage Talent Acquisition dashboards and KPIs

- Translate data into actionable insights to improve hiring outcomes and influence decision-making

- Monitor metrics such as time-to-fill, quality of hire, offer acceptance rate, diversity metrics, and recruiter productivity

Team Leadership

- Lead, coach, and develop a team of Talent Acquisition Specialists and contingent recruiters

- Establish clear performance expectations and accountability for results

- Manage workload, requisition distribution, and team capacity using data-driven approaches

Required Qualifications

- Bachelor's degree in Human Resources, Business, or related field (or equivalent experience)

- 8+ years of Talent Acquisition experience, including 2+ years of people leadership

- Experience managing vendors and external recruiting partners

- Demonstrated ability to influence stakeholders and build strong cross-functional relationships

- Strong analytical and problem-solving skills; ability to translate data into action

- Experience working in fast-paced, complex, and matrixed environments

Preferred Qualifications

- Experience supporting government contractor compliance programs (OFCCP, AAP)

- Experience with HR technology, ATS systems, and AI-enabled recruiting tools

- Background in high-volume, manufacturing, or skilled labor recruiting

- Experience in global or highly matrixed organizations

Total Compensation = $97,500-$150,600 + Benefits

Posted salary ranges are made in good faith. Tennant Co. reserves the right to adjust ranges depending on the experience/qualifications of the selected candidate as well as internal and external equity. The salary range reflects both entry into the role and future growth. Total Compensation = Base Salary + Benefits
