Senior Principal Systems Engineer

Description

SAIC is looking for a cleared Systems Engineering candidate to provide technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (BAIO) Programs of Record within the Naval Intel, C2, Cyber, and Information Operations (NIC3IO) under Program Acquisition Executive Mission Systems. Support includes providing high quality engineering advisory services as they relate to developing "As-Is", "As-Fielded" and "To-Be" architecture, evaluating requirements, training and planning support, assisting in the development of doctrine, tactics, techniques, and procedures, advocating requirements in support of future effects-based warfare, assessment of Research & Development (R&D) and Science and Technology (S&T) efforts.
• Provide system architecture and MBSE guidance using SySML standards, enabling efficient integration of digital models and twins across the Naval enterprise.
• Analyze required system capabilities to determine integration requirements and define challenges and develop plans to address requirements
• Use operational experience and technical expertise to collaborate with the Functional Team Lead for assessing requirements, designing, executing, developing, and integrating technical solutions on manned and unmanned platforms.
• Conduct systems / system of systems architecture design, integration, testing, experimentation, implementation, integration, and cyber certification activities
• Assist in development and revisions of systems technical documentation during system development
• Provide systems engineering and technical support for ongoing Information Operations and advanced technology developments and policies to the Navy Customer.
• Interface with various levels of program leadership: project managers, task and functional leaders, and product owners.
• Control of interface requirements to reduce costs, increase efficiency, and improve the quality of programs and projects
• Provide analysis of emerging capabilities and software tools to enhance system of systems capabilities.
• Provide subject matter expertise for development of Fleet employment of Information Operations and related systems to include CONOP, CONEMP, and OPTASK development.
• Provide subject matter expertise support in meetings, technical working groups, technical exchange meetings, and Commander's Update Briefs.
• Provide assessments, advanced development priorities, and the review of R&D and S&T programs, proposals, projects, and others as directed.
• Communicate requirements, work products, progress, and deliverables schedules to senior level civilians and military personnel.
• Understand and implement Fight-from-the-MOC tabletop exercises within the PAE Capability Portfolio, identify critical Kill Chain gaps, and influence high-level investment decisions for Navy information warfare.
• Manage a team of SETA personnel to meet DevSecOps, MBSE, configuration management, and fleet engagement requirements.
• Serve as the Technical SME by APM-E, supported information exchange and requirements definition across PMW 410 portfolio to include regular engagement with government leadership.

Qualifications

Required Skills, education and experience:
Ability to work with and build relationships with a variety of stakeholders, government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.
• Bachelor's degree in science, engineering or math and nine (9) years or more experience; Masters and seven (7) years or more experience. Phd and four (4) years or more experience. 4 additional years of experience in lieu of degree.
• TS/SCI clearance

Desired Skills and Certifications:
• Prior Military experience with BAIO systems
• Prior experience with unmanned systems and unmanned payloads
• INCOSE ASEP/CSEP
• Understanding of NIC3IO / PAE Mission Systems organization structure, programs of records and mission focus.
• Basic familiarity of PoR, DOD, U.S. Navy acquisition documents.
• Basic familiarity with SysML and MBSE

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
