Overview/ Job Responsibilities

Sev1Tech is seeking a Systems Engineer with experience and knowledge related to Program Management and an understanding of Agile delivery methodologies for multiple system of systems Engineering for Naval Business Systems and other DoD Business Partners. The Systems Engineer will serve as the process owner and coordinator for the organization's DoDI 5000.87 Software Acquisition Pathway (SWP) activities, supporting program documentation, configuration management audits, and recurring data calls. This role blends acquisition process management with configuration/technical baseline oversight - the ideal candidate has strong familiarity with DoD acquisition governance, milestone documentation, and configuration management artifacts, and can navigate program office reporting requirements with minimal oversight.

The Systems Engineer will be responsible for supporting the portfolio level system engineers supporting the Program Executive Office (PEO) Manpower, Logistics, and Business Solutions (MLB) which manages the Logistics (LOG) Information Technology (IT) Program Office. This Program Office has a portfolio composed of 300+ afloat and ashore IT systems/applications with 150,000+ users across all Naval Systems Commands (SYSCOMs) and Naval Operational Forces (NOF) to include ships, carriers, submarines, USN/USMC aviation squadrons, and Naval Expeditionary Forces. The United States Coast Guard (USCG) is a joint user of LOG IT capabilities and is part of the program requirements. LOG IT enables essential business operations for various capability groups.

Job duties include, but are not limited to:
  • Manage and track compliance with DoDI 5000.87 Software Acquisition Pathway (SWP) requirements, including maintaining schedules, artifacts, and reporting deliverables tied to program milestones and decision points.
  • Prepare, coordinate, and maintain Business Capability Acquisition Cycle (BCAT) documentation packages in support of program reviews and decision authority approvals.
  • Plan, coordinate, and execute Physical Configuration Audits (PCAs), including scheduling, artifact collection, discrepancy tracking, and closure documentation.
  • Support Configuration Control Board (CCB) impact analysis by evaluating proposed Engineering Change Proposals (ECPs) and Change Requests (CRs) against functional and allocated baselines to determine impacts on system performance, interoperability, and risk. Track technical action items through closure via engineering analysis, peer reviews, and verification testing.
  • Support Technical Data Package (TDP) management and baseline alignment, ensuring TDPs accurately translate top-level requirements into manufacturable, testable, and maintainable design artifacts. Manage technical lineage and version control of design artifacts, validate design completeness against lifecycle phase, and maintain traceability linking design elements to system requirements and verification matrices.
  • Serve as the primary point of contact for PMW (Program Manager, Warfare) data calls, collecting inputs from technical stakeholders and consolidating responses for on-time, accurate submission.
  • Maintain a master tracker/calendar of recurring acquisition, configuration management, and reporting obligations across the LOG IT portfolio.
  • Liaise with government program leads, technical warrant holders, and configuration management boards to keep documentation current and audit-ready.
  • Leverage an engaging and approachable demeanor to build trust.


Minimum Qualifications

  • Currently hold a Department of Defense (DoD) Secret clearance.
  • 3-7+ years supporting Navy preferred programs in a Systems Engineering V-Model, Configuration Management, Product Support, Systems Engineering Technical Review (SETR)process participating in Design Reviews such as PRDs/CDR/etc
  • Working knowledge of DoDI 5000.87 (Software Acquisition Pathway) and associated adaptive acquisition framework documentation requirements
  • Direct experience preparing or managing BCAT (Business Capability Acquisition Cycle) documentation.
  • Experience planning or executing Physical Configuration Audits (PCAs) and Technical Data Package (TDP) management, including version control and requirements traceability.
  • Knowledge of Navy configuration management practices and Configuration Control Board (CCB) processes for cloud and afloat deployments
  • Experience responding to or managing PMW/program office data calls.
  • Ability to coordinate and collaborate with members of a software development or systems engineering team to accomplish project team goals and objectives.
  • Excellent communication skills in the areas of listening, speaking, written and non-verbal communications.
