Job Title - Systems and Benefits CoordinatorLocation - Belltown Compensation - $82,500 - $96,500Schedule - 8 am - 5 pmThe posted salary range reflects the full compensation band for this position. Starting pay for new hires is typically established near the base of the range. Employees may also be eligible for an additional $1,000 for qualifying bilingual or multilingual language proficiency and/or $1,000 for qualifying advanced educational credentials.

Job Summary: - Serves as the subject matter expert on public benefits, supporting REACH staff by providing guidance, training, and problem-solving to help clients enroll in and maintain access to entitlements; may also provide direct client assistance and field-based support to individuals navigating complex benefits systems.
- Collaborates with community partners to strengthen benefits access, identifies systemic barriers impacting people experiencing homelessness, and advocates for policy and process improvements that reduce inequities and expand access to essential resources.

- Help ETS succeed in carrying out our mission through working together with other staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness.
- Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.
- Benefits Expertise, Training & Staff Support (30%)
- Serve as the REACH subject matter expert on public benefits, providing training, technical assistance, and case consultation to staff navigating complex systems (e.g., SSI, ABD, HEN, EBT, Medicaid, housing and treatment access).
- Build staff capacity to troubleshoot challenging cases and improve client outcomes through education, guidance, and coordination across REACH teams.
- Direct Client Support & Care Coordination (25%)
- Partner with Care Managers to provide client-centered, field-based support, helping individuals access and maintain benefits, protective payeeships, employment, and education opportunities.
- Use a harm-reduction, strengths-based approach to support client stability and engagement across systems of care.
- Systems Advocacy, Data Tracking & Community Collaboration (25%)
- Identify systemic barriers to benefits access, track trends and gaps, and use data and client input to inform advocacy for more equitable and accessible systems.
- Collaborate with government entities, community partners, and stakeholders to strengthen coordination and improve system-wide responses for people experiencing homelessness.
- Documentation, Coordination & Program Participation (20%)
- Maintain accurate client records, track services, and complete required documentation and reporting in alignment with agency and contract standards.
- Participate in team meetings, cross-site coordination, and organizational initiatives focused on advancing equity, dismantling systemic barriers, and improving service delivery.
- General Requirements:
- Provide services consistent with ETS/REACH policies, procedures, and values.
- Local travel on behalf of the Agency is a job requirement
- Additional duties as assigned.
Requirements
What you bring to this role - Qualifications:
- Education and/or Relevant and Lived Experience (if applicable):
- High School Diploma or GED required. Additional education preferred. Lived experience may substitute for some educational requirements if relevant project management and/or effective team building experience is demonstrated.
- Four years minimum experience providing outreach to people who use drugs and are living unsheltered. Demonstrated understanding of addiction and harm reduction practices required. Experience providing case management services to individuals experiencing homelessness and behavioral health conditions preferred. Experience working with people in the drug and sex trade, people experiencing high mental health needs, and experience navigating shelter and service options for people who have limited services that fit their needs.
- Knowledge and Skills:
- An understanding of racial justice and social equity and a commitment to helping create an equitable environment for all ETS clients and patients as well as fellow staff.
- Ability to establish and maintain effective working relationships with clients, patients, and staff from a wide variety of ethnic, socioeconomic, and cultural backgrounds.
- Understanding and experience working with people who use drugs, have high mental health needs, engage in the sex trade, and/or the impact of chronic homelessness on health and behaviors.
- Computer literate, with basic knowledge of Microsoft Office Suite, as well as a high level of initiative in keeping current with technological change.
- Ability to prioritize workload and daily activities and complete tasks in a timely and efficient manner.
- Dependable, able to work under pressure; receptive to change, willingness to learn, cooperative approach to problem-solving.
- Must be able to pass a Washington State Patrol criminal background check

- Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization may be limited. Ability to interpret a variety of instructions furnished in written, oral, schedule or diagram format.
- Basic math skills.
Additional Essential Information:
Physical Conditions and Requirements:
- The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
- The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
- The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.
- Valid Driver's License and acceptable driving record required.
