Brief Job Description:

Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.

Under the general direction of the DCO Service Delivery Management, the System Analyst VII performs highly complex computer systems analysis work. The administrator supports software tools and services provided by HHSC Data Center Operations. This position analyzes user requirements and associated procedures; supports automated processing and improvements to existing systems; provides advanced support of enterprise-level tools installed on a mixed environment of HHS Texas Private Cloud (TPC) and DSHS AWS Cloud secure file transfer environments.

The administrator assures all software is current and properly patched; maintains ongoing communications with team members and end users to determine requirements of new computer applications and systems; ensures modifications to existing systems and coordinates with affected areas as needed; aligns with system design methodologies and techniques. Addresses, creates, and aligns with DCO Service Delivery and Information Security Office policy and procedure. The administrator works under minimal supervision with considerable latitude for the use of initiative and independent judgment; provides 24/7 support for HHS secure file transfers and trading partners including the Social Security Administration, Medicare and Medicaid services, Texas Medicaid Healthcare Partnership, Maximus; and any other associated local, state, and federal agencies.

Essential Job Functions (EJFs):

1. Supports enterprise software tools and cloud services maintained by HHSC Data Center Operations-Service Delivery; tools include: CyberFusion (MFT), Globalscape (EFT), Microsoft SQL Server, Cloud Infrastructure as a Service (IaaS), Cloud Platform as a Service (PaaS) on Azure and AWS, and any additional SFTP technology. Provides advanced support of enterprise-level tools installed on Windows and Linux environments.

2. Creates, modifies and builds: folder structures, user credentials, user groups, and user permissions. Creates, analyzes, and modifies automated processing and improves existing systems to ensure all transfers reach intended destination securely. Understands, creates, modifies, and builds SFTP reports used for analytical review.

3. Maintains ongoing communications with the EFT team and its end users to determine requirements for new computer applications and systems. Oversees projects that cross functional agency systems that require coordinating, planning, and scheduling. Also provides training and insight. Creates, modifies and approves project plans, flowcharts and any other supported documentation. Ability to host meetings, email and interface with HHS/DSHS, management, customers, and trading partners. Performs and aligns with system design methodologies and techniques; ensures modifications, builds to new and existing systems and applications. Understands Information Security controls and coordinates as needed.

4. Aligns with HHSC DCO Service Delivery standards, policy and procedure. Addresses state and federal audits associated with the supported toolset. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Aligns with a 24-hour, seven days a week on-call rotation schedule.

Knowledge, Skills and Abilities (KSAs):
  • Knowledge of the limitations and capabilities of computer systems and cloud services.
  • Techniques used in the design of automated systems, information technology and applicable programming and command languages including Linux command line, PowerShell, Cloud command line interface (CLI), and Microsoft SQL.
  • Knowledge and understanding of logical automated events, modifying and building script and automated mappings; including secure file transfer tools such as CyberFusion (MFT), Globalscape (EFT), Microsoft SQL Server, FileZilla, WinSCP, and CoreFTP.
  • Skill in coordinating and solving problems; scheduling, testing, installing, and implementing project timelines, automation and software.
  • Skill in troubleshooting computer systems.
  • Ability to analyze systems, processes, policy and procedures.
  • Ability to write and revise standards and procedures.
  • Ability to handle multiple projects and communicate effectively; and
  • Ability to assign or supervise the work of others.
  • Ability to work with a diverse group of team members and collaborators.


Registrations, Licensure Requirements or Certifications:

Preferred - ITIL foundation certification a plus, GlobalScape, AWS fundamentals and/or Azure Cloud skill set.

Initial Screening Criteria:
  • Graduation from a college or university with major course work in computer information systems, computer science, computer networking or other similar field of study is preferred. Education and work experience may be substituted for one another on a year-for-year basis.
  • At least 7 years of Information Technology related experience for a state agency
  • At least 4 years of Secure File transfer or technical experience in Information Technology
  • At least 5 years of customer service experience

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
