Brief Job Description:

The Senior Systems Analyst reports to the Medicaid/CHIP Systems Director IV. The successful candidate will have experience supporting large scale Information Technology operations, section leadership, executive reporting, compliance tracking, documentation, and team coordination needs.

The candidate performs advanced senior-level systems analysis, operational support, coordination, documentation, and reporting work for Medicaid/CHIP Systems. This position works under minimal supervision, with considerable latitude for initiative and independent judgment. The candidate supports the Medicaid/CHIP Systems Director, section, and team by maintaining fiscal year plans and system inventories; supporting project management standards and documentation; coordinating Managed Care Organization compliance reviews; preparing special reports and outage reports; tracking state and federal audit activities; maintaining formal guidelines and checklists; supporting SharePoint, purchasing, software licensing, and inventory needs; and preparing executive reporting as required. The position requires strong analytical, organizational, communication, documentation, and coordination skills, as well as the ability to collaborate effectively with program areas, vendors, Managed Care Organizations, state and federal stakeholders, and internal team members.

The candidate must be able to work independently with limited direction, respond quickly in a complex organizational environment, manage multiple priorities, and meet tight deadlines while handling heavy workloads. The position requires regular team/leadership interaction and the ability to provide guidance, coordination, and operational support to section and team members.

Essential Job Functions (EJFs):

  1. Provides Medicaid/CHIP Systems operational and executive management support to the section Director, including preparation of executive reporting, special reports, system/application outage reports, fiscal year plans, system inventories, and other section-level documentation needed to support decision-making and oversight. (20%)


  1. Develops, documents, maintains, and supports compliance with Medicaid/CHIP Systems project management standards, processes, guidelines, checklists, schedules, assignments, and related documentation. Coordinates with program areas, subject matter experts, vendors, and internal teams to gather information, resolve discrepancies, and support timely completion of assigned deliverables. (20%)


  1. Reviews and supports Managed Care Organization contract and MIS deliverables, including business continuity, disaster recovery, joint interface, quality assurance, and risk management plans. Coordinates with program areas to resolve discrepancies, manages dispute resolution activities for rejected deliverables, and maintains formal reference materials for annual MCO use. (20%)


  1. Provides team and section support for SharePoint, purchasing, software license management, renewals, authorizations, invoices, and MCS and AMD hardware and software inventory management. Supports dashboards, reports, and operational tools used to monitor and communicate section activities. (20%)


  1. Tracks, prepares, and reports on Medicaid/CHIP Systems state and federal audit activities, including formal responses and related follow-up items. Maintains ongoing communication with leadership, program areas, and team members to identify issues, address risks, and support compliance with applicable Medicaid and CHIP operational requirements. (20%)


Knowledge, Skills and Abilities (KSAs):

Knowledge information technology systems operations, administrative support practices, project management documentation, compliance tracking, reporting, and operational coordination methods.

Knowledge of fiscal year planning, system inventory maintenance, executive reporting, outage reporting, audit tracking, and documentation management practices.

Knowledge of vendor contract and MIS deliverable review processes, including business continuity, disaster recovery, joint interface, quality assurance, and risk management documentation.

Knowledge of SharePoint, purchasing support, sand hardware and software inventory support practices.

Skill in preparing clear, accurate, and audience-appropriate reports, guidelines, checklists, schedules, inventories, status updates, and executive-level briefing materials.

Skill in analyzing operational information, identifying discrepancies, coordinating resolution activities, tracking deliverables, and supporting compliance with established standards and processes.

Skill in problem solving, critical thinking, organizing complex information, using office productivity tools, and maintaining accurate documentation for operational and executive support activities.

Skill in communicating with leadership, program areas, Managed Care Organizations, vendors, technical teams, and stakeholders to build effective working relationships and support timely issue resolution.

Ability to communicate effectively verbally and in writing, work as a key contributor in a support role, document issues clearly and accurately, coordinate follow-up activities, and prepare concise, reliable reports.

Ability to support development and maintenance of schedules, plans, inventories, deliverables, guidelines, checklists, reports, and oversight documentation for Medicaid/CHIP Systems operations.

Ability to support Medicaid/CHIP Systems leadership, section operations, team coordination, compliance reviews, purchasing, licensing, inventory management, audit tracking, and executive reporting needs.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field. Experience may be substituted for education on a year-for-year basis.

Five (5) or more years of experience providing operational, administrative, analytical, reporting, compliance tracking, project documentation, or executive support for information technology, health and human services, or comparable enterprise systems environments.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
