SummaryThis position will be filled at the Analyst I, II, or III level.The level and salary offered will be dependent upon education and experience.The hiring salary for Systems Analyst I is $72,544.88.The hiring salary for Systems Analyst II is $77,985.86.The hiring salary for Systems Analyst III is $83,834.60.Telework eligibility is determined by county policy and the approval of the hiring department.Charles County Government is seeking a Systems Analyst to analyze user needs regarding information technology (IT) and generate effective and efficient solutions based on the current level of IT hardware and software capabilities and standards. Analyst will be responsible for designing, developing, modifying, maintaining, and supporting software applications to enhance their use for Charles County Government. The applications may be custom-written or vendor-supplied. They are written in a variety of languages and run on a variety of platforms. A Systems Analyst may work in a variety of technical areas to include enterprise applications, web applications or geographic information systems. Overall goals are set and this employee determines the specific tasks and assignments to be performed, independently handling new and unusual problems encountered in the workplace.
Essential Job Functions - Manages the entire life cycle of application systems for both in-house and vendor-supplied applications, from requirements through testing, implementation, maintenance, and retirement. Supports the Project Manager for larger development activities, coordinating staff and vendors.
- Serves as project leader for departmental system development activities, coordinating work across staff, vendors, and outside agencies. Provides technical guidance and assistance to other analysts in the division in their application design and development.
- Provides support to Charles County Government personnel in resolving problems and answering questions related to County applications, both in-house developed and vendor supplied software. Assists in vendor coordination for application support, upgrades, and troubleshooting.
- Assists with implementation of new vendor supplied software solutions.
- Coordinates activities with vendors regarding upgrades, required maintenance, troubleshooting, reporting, and issue resolution.
- Assists in the formulation and enforcement of standard processes, procedures, and program code used across the Applications Division.
- Ensures County applications and their data are protected in a manner commensurate with their sensitivity, value, and criticality.
- Oversees system integrations across multiple platforms, ensuring scalability and security.
- Provides technical guidance in the transfer of data files and reports between software packages and with outside organizations.
- Develops interfaces between applications, both in-house developed and vendor supplied.
- Provides training and support to end users on assigned applications.
- Performs routine database management tasks and prepared technical documentation for assigned applications.
- Maintains a working knowledge of current information technology trends and ensures County resources remain up to date.
- Analyzes problems for the web/application servers and applies necessary adjustments to the servers.
- Leads complex troubleshooting efforts involving multiple systems and vendors.
- Develops and enforces technical standards and best practices for system development.
- Advises IT leadership on emerging technologies and long-term application strategy.

Qualifications, Knowledge, Skills, and AbilitiesEducation and Experience:Systems Analyst I - Bachelor's degree in Computer Science, Business, Mathematics, Geographic Information Systems, or a related field is preferred. Two (2) years of systems analysis and programming experience with the languages and tools, or an equivalent combination of education, experience, and training.
Systems Analyst II - Bachelor's degree in Computer Science, Business, Mathematics, Geographic Information Systems, or a related field is preferred. Four (4) years of systems analysis experience, or an equivalent combination of education, experience, and training.
Systems Analyst III - Bachelor's degree in Computer Science, Business, Mathematics, Geographic Information Systems, or a related field is preferred. Six (6) years of systems analysis and application development experience, including three (3) years as a Systems Analyst II, or an equivalent combination of education, experience, and training.
Licenses or Certifications:Relevant industry certification(s) preferred (e.g., ITIL, SQL, Java Certification, Project Management).
Web Development/Design certification such as CIW Web Development Professional or Oracle Java Programmer preferred for web-focused assignments.
ESRI GIS certification preferred for GIS-focused assignments.
Special Requirements/Qualifications:Work is subject to frequent interruptions and occasional work beyond the normal scheduled hours of operation.
Knowledge, Skills and Abilities:- Knowledge of the concepts and techniques of computer programming and, both procedural and object oriented, as applied to the requirements of the County's computer services, in addition to the tools used to maintain them.
- Knowledge of Systems Analysis theories involving information analysis and the logical specification of the system development process in an organizational context.
- Knowledge of the concepts and architecture of the different database platforms employed by the County and the tools used to administer them.
- Knowledge of the concepts and technique of project management in the area of IT development and support
- Knowledge of basic principles of accounting and familiarity with accounting software processes, such as G/L, budget, purchasing, payables and receivables, tax and utility billing.
- Knowledge of various desktop operating systems and applications.
- Skill in analyzing and understanding all aspects of the County's operations by evaluating business procedures and problems pertaining to departmental needs.
- Skill in performing observations and interviews with staff to identify current operating procedures and to clarify staff/program objectives.
- Ability to analyze, design, develop, document, and deploy applications in a multiple platform environment, commensurate with the County's IT standards.
- Ability to ensure security, quality and integrity of County applications and their data.
- Ability to maintain and enhance County applications, as necessary.
- Ability to train Charles County Government personnel on the use of County applications.
- Ability to resolve technical problems regarding County applications.
