Project Overview:

Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner)

Job Summary:

The Systems Construction Lead works within the client team of the Rolling Stock, Systems and Operations and Maintenance (RSSOM) P3 contract of the Ontario Line Project, reporting to the Systems Delivery Manager.#LI-SP1

Major Responsibilities:

Overall
  • Monitors and directs subcontractor activities, through coordination, influence and instruction of subcontractors' management staff within the area of responsibility.
  • Supports work and deliverables of high complexity with multiple stakeholders' involvement.
  • Responsible for construction activities and logistics planning of system installation activities on a dedicated geographical area of the Ontario Line.

Planning
  • Monitor the contractor's implementation of their installation sequencing, schedule, labour planning and interface with other contractors.
  • Support the Project Controls team in the preparation of cost reports, forecasts and progress reports.
  • Reviews and provides input to project controls documents on progress relating to cost and schedule.
  • Develop presentations, reports or other materials as required to support project change management processes
  • Identifies risks, mitigations and action plans for the project risk register

Safety / Quality
  • Collaborate with the contractor to implement H&S best practices and initiatives. Drives the safety culture on the project.
  • Monitor implementation of the Contractor's quality program(s). Monitors the Contractor's quality assurance activities to ensure materials and equipment comply with design plans and specifications.

Technical
  • Coordinates with engineering on constructability and design issues. Conduct thorough constructability reviews of detailed design and construction packages.
  • Supports the review of the contractor's means and methods and propose alternative execution approaches for the benefit of the program overall.
  • Leads the construction interfaces with other project contractors and third parties as applicable to their geographical area.


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Preferred to have similar railway metro project experience in an urban environment
  • General experience and knowledge of railway systems installation - Traction Power, Signalling, Communications (Fibre, CCTV, PA), SCADA and Platform Screen Doors
  • Experience in planning and execution of systems installation


Required Knowledge and Skills:

  • Demonstrated knowledge of railway and metro systems installation, including Traction Power, Signaling, Communications Systems (Fiber Optics, CCTV, Public Address), SCADA, and Platform Screen Doors (PSD).
  • Strong understanding of the planning, coordination, and execution of complex railway systems installation activities.
  • Knowledge of systems integration, testing, commissioning, and interface management within rail transit projects.
  • Ability to manage installation activities in a complex urban environment while maintaining safety, quality, schedule, and project requirements.
  • Strong project planning, problem-solving, stakeholder management, and coordination skills.
