POSITION TITLE: Senior Vice President, Chief Technology Officer

DEPARTMENT: IT Department

ACCOUNTABILITY: Executive Vice President, Chief Financial Officer

Scope of Responsibility: The primary responsibility of the Chief Technology Officer (CTO) is to lead the development and execution of our technology strategy. The CTO will be responsible for overseeing all technical aspects of the company, ensuring alignment with the bank's goals, driving innovation, and building and maintaining secure and efficient systems. The CTO will work closely with Executive Management and IT staff to achieve the Bank's IT Strategic Plan. Responsibilities include, but are not limited to:

Duties & Responsibilities:

  • Define the bank's technology vision and strategy aligned with business objectives.
  • Monitoring the use and implementation of new and existing technologies across departments.
  • Chair the IT Steering Committee, aligning the technology goals to departmental and organizational objectives.
  • Oversee research and development efforts, as well as the deployment of software, platforms, and infrastructure, to achieve the bank's objectives while controlling quality and cost.
  • Execute the Bank's Information Technology Security Program, including cybersecurity, to ensure a safe and secure computing environment.
  • Continued education and awareness, identifying new technologies and trends that can enhance the Bank's products and services and provide the Bank with a competitive edge.
  • Develop and maintain all relevant information technology policies and procedures.
  • Prepare annual department budget, forecast, and annual work plan.
  • Execute approved annual plan and prepare annual/periodic reports.
  • Present reports on the bank's technology status, goals, and/or progress to executive management and the Board of Directors.
  • Oversee vendor negotiations related to technology, ensuring the cost-effective use of resources.
  • Effectively manage service level agreements and relationships with external service providers, leveraging industry best practices to enhance service delivery.
  • Ensure technical issues, problems, and challenges are identified, addressed, prioritized, and appropriate corrective measures are implemented within an appropriate timeframe.
  • Oversees the Bank's technology audits and compliance functions. Acting as a liaison with auditors and examiners to ensure thorough audits and examinations.
  • Ensure appropriate training and documentation exist for the Bank to facilitate an understanding of the functionality provided by the technology used.
  • Serve on the Disaster Recovery and Business Contingency committees to manage and implement comprehensive disaster recovery, backup procedures, information security measures, and control structures.
  • Manage IT staff with highly developed technical knowledge and experience in a manner that balances individual strengths and needs for the required task. Fostering a culture of innovation, accountability, collaboration, and continuous improvement.
  • Creating and overseeing high-level KPIs for the IT Department.
  • Manage recruiting, onboarding, and training of IT employees.
  • Participate in required compliance training and ensure compliance with all regulations that apply within the scope of the position.
  • Maintains comprehensive knowledge of bank policies and procedures, including BSA training.
  • Perform other projects and duties as assigned.


Contacts: The incumbent of this position will work closely with senior management, department, and branch supervisory and management personnel, as well as new and existing employees, to ensure that the goals and objectives set forth for the efficient and profitable operation are fulfilled.

Knowledge, Skills & Experience:
  • Bachelor's degree in information systems or related field.
  • Minimum of ten years proven and progressive technical management experience or equivalent, including an awareness of industry trends, competitive pressures, changing business and operational needs. or an equivalent combination of education and experience.
  • Strong project management skills, ability to establish strategic technical direction, translate concepts into actionable implementation plans, and identify technologies that meet business objectives.
  • Strong knowledge of information security best practices.
  • Excellent organization and time management skills.
  • Sound understanding of areas supported and all functions/roles within the IT Department.
  • Excellent verbal and written communication skills.
