JOB SUMMARY:

The Supply Chain Manager leads the procurement and contract service needs of the property. In this role, the Supply Chain Manager develops and implements local procurement and distribution strategies, coordinates with regional and national offices, and maintains the highest standards of service and excellence. Responsibilities include effective inventory management, fostering strong internal stakeholder relationships, and monitoring safety practices. The Supply Chain Manager plays a critical role in achieving performance and profit objectives, supporting diversity spend initiatives, and ensuring compliance with state regulations and internal controls.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Responsible for all procurement and contact service needs of the property.
  • Lead local procurement and distribution strategies to complement regional and national strategies, plans, and agreements, and coordinates with the regional and national offices to ensure that the property is properly represented and included in all sourcing activity.
  • Ensure a constant drive for excellence through high standards of service, productive partnerships with internal stakeholders, and through the supply base.
  • Effectively manage inventory in the context of cash flow and working capital to maximize turns through planning, maintaining adequate stock levels, and appropriate fulfillment strategies.
  • Establish effective communication and collaborative processes with key internal stakeholders. Coordinate with user departments to understand needs and anticipate/resolve issues.
  • Coordinate salvage programs to identify unused goods for disposition (sale, gift, internal transfer, etc.) to minimize storage needs and financial burden of unused goods.
  • Develop, implement, and manage operational goals and monitor achievements of performance and profit objectives.
  • Responsible for monitoring and supporting the Property's diversity spend initiatives.
  • Monitor results of department/function through inspection, evaluation, and analysis. Make changes as necessary to achieve end results.
  • Ensure that the procurement process is operating in an effective manner to ensure the optimum benefit as it relates to the bidding process, terms of contract and negotiations with vendors, while maintaining compliance with state regulations and internal controls.
  • Develop new supply source where vendors are inadequate.
  • Audit procurement documentation on an ongoing basis to ensure compliance with internal controls and regulatory requirements. Report potential issues to leadership.
  • Identify and implement economic savings and synergies across properties as appropriate.
  • Maintain strict confidentiality in all departmental and company matters.

OTHER DUTIES AND RESPONSIBILITIES:
  • Monitor safety practices and make necessary adjustments to ensure compliance with safety regulations and standards.
  • Monitor and report on supplier performance to ensure high quality, on time delivery, fill rates, and service standards.
  • Schedule shipments in and out of property, ensuring adequate supplies at all times.
  • Assist in the budget process for the department and provide recommendations, ensuring compliance to departmental budget initiatives and reporting budget concerns to management.
  • Enthusiastically support, actively promote, and demonstrate superior customer service in accordance with department and company standards and programs. Ensure customer service standards are followed by all team members and address issues as they arise.
  • Perform other duties as assigned by the Director of Finance.

SUPERVISORY RESPONSIBILITIES:
  • Hire, train, motivate, evaluate, and supervise staff to ensure that all employees receive adequate guidance, coaching, and resources to perform their jobs and achieve department objectives.
  • Evaluate department performance and make recommendations to the Regional Director of Strategic Sourcing to improve efficiency and meet property, regional, and corporate needs.
  • Responsible for supervising and managing staff in the Purchasing and Warehouse departments.
  • Create effective and efficient schedules while maintaining labor costs, meeting staffing objectives and achieving deadlines.
  • Responsible for rewards and recognition programs to maximize employee engagement.
  • Evaluate team members within department and deliver constructive feedback to employees regarding performance.
  • Determine work procedures and expedite workflow.

Minimum Qualifications:
  • Minimum of 18 years of age.
  • Bachelor's degree in Business, Finance, or related field from a four-year College or University or equivalent combination of education and experience.
  • 5 years of progressive experience in supply chain or procurement with significant demonstrated responsibility in purchasing, receiving, warehousing, and inventory management.
  • Demonstrated ability in working plans across multiple business units.
  • Computer literate with supervisory and interpersonal skills.
  • Effective and demonstrated skills in communication, negotiation, managing by influence, and coaching.
  • Strong analytics, such as price/cost analysis, demand planning, and establishing PAR levels.
  • The ability to frequently lift and/or move up to 25lbs and occasionally lift and/or move up to 50lbs.
  • Must qualify for a license with the Maryland State Lottery Agency and meet any credentialling requirements of the Maryland Gaming Control Board.

Preferred Qualifications:
  • Solid working knowledge of strategic sourcing and purchasing with particular emphasis on food and beverage, facilities maintenance, hospitality and gaming supplies and services.
  • The ability to successfully balance and execute against multiple projects and priorities with often competing priorities.
  • The ability to motivate, direct, and communicate effectively with coworkers and employees.

PHYSICAL DEMANDS:

While performing the duties of this job, the Team Member is regularly required to stand and use hands to finger, handle, or feel objects, tools, or controls. The Team Member frequently is required to reach with hands and arms and talk or hear. Specific vision abilities required by this job include close vision, color vision, and peripheral vision. The Team Member must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds, and must have the ability to push, pull, reach, bend, twist, stoop, stack, crouch, kneel and balance when performing job duties in varying work areas such as confined spaces.
