Specific duties include:
- Planning, organizing, coordinating, directing, and controlling the work of the division.
- Directing staffing, placement, assignment, and training of division personnel to manage division workflow and productivity.
- Directing program activities for the delivery of VA benefit programs for veterans, their dependents, and beneficiaries.
- Exercising final authority for the full range of the division's personnel actions.
- Ensuring proficient resource utilization and quality of work performed and services rendered; writing/establishing policies and procedures within the division.
- Maintaining the highest technical and professional authority to make final decisions in the types of claims considered most difficult or critical, which commit the Federal Government to unusual liability.
- Forecasting both short- and long-range workloads of the division so adequate funds, staffing, space, equipment, and supplies will be planned for, budgeted, and provided.

Relocation/Recruitment Incentives: Relocation expenses and services (Permanent Change of Station - PCS) are authorized for this recruitment. PCS is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. In consideration of the payment of expenses for travel and transportation, the selectee agrees to remain in federal service for twelve (12) months following the date of transfer. Physical Requirements: The regular and recurring work of the position is primarily sedentary. Some walking, bending, stooping and carrying of light materials may be necessary. Occasional use of an automobile and public transportation may be required to attend conferences and meetings. No special physical exertion is required.

TIME-IN-GRADE REQUIREMENTSApplicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENTSYou may qualify for the GS-0996-15 Supervisory Veterans Service Representative (VSCM) position based on your qualifying specialized experience as described below:
Specialized experience must be gained at the GS-14 level and is defined as expert knowledge of veterans benefits programs or VBA business lines and laws affecting veterans' compensation and pension benefits to provide authoritative guidance and direction on claims and appeals processing. Supervised, managed or served as a project lead to accomplish performance and project goals; and possesses knowledge and/or practical application of employee relations (e.g., performance or conduct based actions) and labor relations (e.g. grievance process or negotiations) practices.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
