This position is located in the U.S. Department of Education (ED), Federal Student Aid (FSA). FSA is responsible for managing the student financial assistance programs authorized under Title IV of the Higher Education Act of 1965. These programs provide grant, work-study, and loan funds to students attending college or career school.

As a Supervisory Training Specialist 'LMS', GS-1712-15 'LMS', you will be responsible for:

• Overseeing FSA's Learning Management System (LMS) including governance, procedure development, platform configuration, integrations, and alignment with FSA training and compliance objectives.
• Setting organizational direction. Planning, assigning work, and supervising staff. Managing performance, providing feedback, and setting development targets. Conducting training needs analysis to identify skill gaps and align development with organizational goals. Fostering a high-performance, service-oriented environment.
• Overseeing design, development, and delivery of courses within the LMS; ensuring instructional integrity, adult learning principles, and Section 508 accessibility compliance.
• Directing LMS analytics, reporting, and attendance records; using data to evaluate program effectiveness, support compliance, and drive improvements.
• Coordinating with program offices, IT security, and external partners; communicating system changes and training initiatives; leading working groups to meet stakeholder needs.

Minimum Qualification Requirements

Specialized Experience for the GS-15

One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience analyzing, interpreting, and implementing (Federal Student Aid) Title IV HEA Program requirements relating to institutional compliance and monitoring activities.

2. Experience identifying procedural problems in Title IV administrations through qualitative and quantitative analysis, evaluating workflow effectiveness and efficiency to recommend and improve operational performance, streamline processes, and enhance program outcomes.

3. Experience training financial aid professionals in person and/or virtually.

Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of enterprise LMS platforms and standards (e.g., SCORM/xAPI) and governance practices to translate organizational training needs into system capabilities.

2. Skill in leadership or supervision and workforce development.

3. Skill in instructional systems design and e-learning accessibility standards to produce high-quality training.

4. Skill in analyzing data and dashboards to generate actionable insights to inform training strategy.

5. Ability to communicate complex technical training concepts to diverse audiences and build collaborative relationships.

Education

Education Requirements:

Undergraduate and Graduate Education: Major study education or a subject area related to the position to be filled

or

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

• Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
• Supervising or administering a training program.
• Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
• Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Education cannot be substituted for experience for this position and grade level.
