Summary

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the AFELM/JPPSO. To direct, manage, supervise and control functional, financial and technical transportation support requirements for a large unit composed of (75-110) regionalized personnel from multiple DoD Service Components.

  • Transportation Officer (TO) for Joint Personal Property Shipping Office, planning, organizing, and directing activities to ensure compliance with legal and regulatory requirements while meeting customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Ensures development and implementation of policies, procedures, and regulations governing the movement of personnel and preparation, movement, and storage of personal property.
  • Represents the JPPSO with a variety of installation and functional area organizations.
  • Assesses/evaluates program goals/objectives, preparing policy recommendations/reports for USTRANSCOM, Military Service Headquarters, and AOR Commanders.

  • This is a Supervisory position. A one-year supervisor probation period may be required.
  • This is a Centrally Managed Position in the 2130 Operations Career Field Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.


Qualifications

Conditions of Employment Continued:

  1. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  2. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series, 2130.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; making presentations on traffic matters before Federal, State, or local regulatory bodies; performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; providing advisory service involving commodity analysis from the transportation standpoint. Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions, including in depth knowledge of packaging, cargo preparation, movement of hazardous, sensitive and classified material. Knowledge of safety and security regulations, practices, and procedures. Expert/mastery level knowledge of a wide range of concepts, principles, and practices relating to financial management, training management, deployment management, support agreements, manpower, and management of information systems. Comprehensive knowledge and understanding of organizational structure/functions, Congressional entitlements, Comptroller General decisions, US Code, DoD and Military Service regulations/guidance as related to personal property movement/storage, excess costs, unearned transportation, and IT system related issues/requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions, including in depth knowledge of packaging, cargo preparation, movement of hazardous, sensitive and classified material.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  4. Ability to communicate effectively, both orally and written clearly, concisely, and with technical accuracy.
  5. Expert/mastery level knowledge of a wide range of concepts, principles, and practices relating to financial management, training management, deployment management, support agreements, manpower, and management of information systems.
  6. Comprehensive knowledge and understanding of organizational structure/functions, Congressional entitlements, Comptroller General decisions, US Code, DoD and Military Service regulations/guidance as related to personal property movement/storage, excess costs, unearned transportation, and IT system related issues/requirements.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
