Duties

Help

As a Supervisory Technical Information Specialist, you will:

• Be responsible for the day-to-day first-line supervision of professional staff as well as providing oversight to contract staff.
• Manage the day-to-day operational activities, including establishing short- and long-term goals, operational plans and program direction and priorities for the group.
• Serve as a national authority and provides authoritative advice and consultation on all design and user support issues relating to PubMed Central (PMC).
• Serve as the primary liaison between the PMC Development Team and NLM staff, software testers throughout the world, software developers and users.
• Provide direction and day to day management for PMC at NLM, including advice and counsel to the NCBI Director and other NLM senior managers with regard to assessing, defining, and evolving enterprise content management systems and processes as well as developing a clear strategic plan that includes implementing and maintaining strategies for delivering/presenting NLM information.
• Employ an advanced knowledge of the principles of information systems as well as an expert grasp of the research information being communicated, advance the NLM public face and reinforce NLM's programs, priorities and messages by devising and implementing strategies that ensure the delivery of high quality and compelling content to internal and external stakeholders.
• Work in conjunction with NCBI and NLM senior staff on the development and implementation of PMC updates from concept to completion.
• Keep abreast of the latest scientific developments in areas related to information systems and the mission of the Institute through attendance at scientific meetings, seminars, lectures, etc.

Qualifications

In order to qualify for a Technical Information Specialist, GS-1412 position, you must have:

• A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; OR
• Four (4) years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum; OR
• A combination of education and experience as described above.

In addition, in order to qualify for a Technical Information Specialist, GS-1412 position at the GS-14 level, you must have:

• One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: (1) providing leadership and expertise for the overall direction and delivery of PubMed Central (PMC) and first level supervisory technical and administrative supervision over professional staff and oversight to contract staff; (2) developing and implementing information system strategies that ensure the delivery of high quality and compelling content; (3) leading new projects to update PubMed Central (PMC)'s design, content and functionality, and with evaluating and using the newest information delivery strategies and technologies; (4) utilizing project management principles and best practices, to ensure projects are efficiently managed and delivered; (5) leading new projects to update the design, content, and functionality, and with evaluating and using the newest information delivery strategies and technologies; and (6) providing accurate and effective communications and information about research programs and activities, and to ensure immediate dissemination research advances through the use of NIH web sites.

• This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "non-emergency/teleworker" employee. In the event of a closure, you must be available to telework or request leave.
