In order to recruit and retain highly qualified candidates, selectees may be eligible for a Full Cost Transfer. Candidates who receive a Full Cost Transfer will be required to sign a one year service agreement to remain in the location/position. To be eligible for a Full Cost Transfer, the candidate must move 50 miles or more to one of the respective locations. Proof of change in residency will be required. JOB SUMMARY The National Lookout Program offers a variety of mission capabilities and expertise designed to address even the most complex needs. The Supervisory Surveillance Specialist - Coordinator manages, coordinates, and oversees multiple teams consisting of Surveillance Specialists within an assigned AOR. The SSS-TL of each team reports directly to the SSS-Coordinator. Coordinators provide management, organizational, and liaison skills to ensure FBI field offices receive superior and successful surveillance operations to tackle the FBI's most critical cases.
KEY REQUIREMENTS - Must be a current, permanent FBI employees who are or have been assigned to t he National Lookout Program (NLP) as a GS 12 Supervisory Surveillance Specialists or Surveillance Program Specialists who have served at least (1) year at the GS 12 within the Critical Incident Response Group (CIRG) Surveillance and Aviation Section.
- Must be able to obtain an SCI clearance.
- Must have (or be able to obtain) a valid driver's license.
- Some travel may be required.
- Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually.
- Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI).
MAJOR DUTIES - Serves as the Coordinator for the NLP in the Washington Field Office who plans and manages all aspects of surveillance.
- Ensures surveillances are conducted within the guidelines of FBI manuals and operating procedures.
- Review and approve the work of subordinate supervisors.
- Serve as a liaison-subject matter expert role across all program areas.
- Ensures field training programs are developed and implemented based on needs of the field operation.
- Exercises first level approval for costly and non-routine training for the NLP.

ADDITIONAL INFORMATION - Positions with fitness for duty requirements or those that require international travel may require proof of certain vaccinations.
- The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
- Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
- Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
