Summary

The W.G. Bill Hefner VA Medical Center seeks an experienced logistics leader to serve as Chief Supply Chain Officer (CSCO) for a multi-site Health Care System.The CSCO directs and integrates all supply chain functions, including planning, procurement, distribution, accountability, lifecycle management, and readiness of supplies and equipment essential to Veteran care. This supervisory role reports to the Deputy Medical Center Director.

Duties

Duties include, but may not be limited to the following:

  • Oversees, guides, manages and integrates supply chain operations across the organization;
  • Plans and coordinates fiscal, acquisition, clinical and administrative operations;
  • Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;
  • Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
  • Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
  • Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
  • Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
  • Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;
  • Performs other related duties as assigned.


Work Schedule: Monday - Friday, 8:am - 4:30pm

Qualifications

Specialized Experience (GS-14):One year of specialized experience equivalent to the GS-13 level that demonstrates:

  • Senior-level leadership in logistics and supply chain management.
  • Experience ensuring organizational logistical requirements are met across multiple functions.
  • Skilled in planning, coordinating, and evaluating logistics operations for effectiveness and efficiency.
  • Expertise in acquisition management, purchasing, transportation, distribution, inventory control, EX/NX property, warehouse operations, and lifecycle management.
  • Experience leading acquisition planning, contract management, and procurement activities.
  • Budget formulation, financial forecasting, and resource planning experience.
  • Supervisory experience managing a large, diverse workforce with subordinate supervisors.
  • Proficiency in data analytics, performance measurement, quality improvement, and logistics system implementation.
  • Knowledge of federal logistics policies, including FAR, VAAR, FPMR, OMB guidance, and VHA logistics directives.


Education

There is no education substitution at the GS-14 level.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
