WHAT IS CHIEF FINANCIAL OFFICER?

This position is located in Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, Policy & Data Analytics, Audit Coordination & Quality Control.

General Manager Duties:

As a Front Line Manager you will:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.


The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Assumes the full range of supervisory responsibilities for the Audit Coordination and Quality Control (ACQC) section. Plans work to be accomplished, establishes priorities and schedules for work completion. Supervises a staff of subordinate employees responsible for carrying out the mission of the office. This involves developing, formulating, implanting, and assessing the effectiveness, efficiency, and productivity of the assigned staff based on the work accomplished within the assigned timeline. Decisions may result in substantive changes to administrative plans or processes, or procedural changes. Recruits and selects staff members. Identifies training and development needs, actively implements agency and Federal EEO guidance; prepares performance standards and evaluates subordinates' performance; reviews completed work, accepts, amends or rejects as appropriate.
  • Coordinates the financial statement audit between GAO and IRS. Serve as consultant and advisor to the Director of Policy and Data Analytics on auditing principles, standards, and practices. Participates with the Director on advising the SACFO-FM, DCFO, CFO, and other executives on accounting principles and progress related to audit. Serve as consultant and advisor to the SACFO-FM on policy and data analytics techniques and technology advancements. Participates with SACFO-FM on advising the CFO, DCFO and other executives on policy and data analytics as it relates to CFO and IRS. Similarly coordinates any non-financial statement audits from TIGTA and GAO. Formulates short and long-range goals, strategies and objectives for Audit Coordination and Quality Control. Establishes internal operational and technical standards, procedures, practices and controls for Audit Coordination and Quality Control.
  • Formulates short and long-range goals and strategies for Audit Coordination and Quality Control pertaining to financial statement audits and non-financial statement audits, and other assignments. Establishes program objectives and methods to ensure they meet set deadlines. Maintains frequent contacts to include all levels of CFO management and management officials across various business operating divisions. Contact may take place in meetings, conferences, briefings or presentations.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

BASIC REQUIREMENTS ALL GRADES (IOR): A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


AND

SPECIALIZED EXPERIENCE: In addition to basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include:

  • Experience overseeing audit readiness activities, responding to financial management reviews, and/or addressing compliance findings through corrective action planning and implementation.
  • Experience serving as a technical advisor to internal and external stakeholders by communicating audit-related policies, resolving complex issues, and coordinating financial management activities across organizational functions.
  • Experience applying financial management audit principles, policies, regulations, and procedures to coordinate audit activities, evaluate program requirements, address compliance findings, and recommend improvement to enhance audit readiness and program effectiveness.


AND

SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include:

  • Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day-to-day guidance training and/or oversight of peers or others.
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
  • Experience overseeing audit readiness activities, responding to financial management reviews, and/or addressing compliance findings through corrective action planning and implementation.
  • Experience serving as a technical advisor to internal and external stakeholders by communicating audit-related policies, resolving complex issues, and coordinating financial management activities across organizational functions.
  • Experience applying financial management audit principles, policies, regulations, and procedures to coordinate audit activities, evaluate program requirements, address compliance findings, and recommend improvement to enhance audit readiness and program effectiveness.
