This position is located in the Department of Homeland Security, U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), within the Fines, Penalties, and Forfeitures (FPF) office. You will oversee the comprehensive reviews, evaluations, surveys and other assessments pertaining to the operational functions relating to the management of seized property.
This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10).
You will serve as a second line supervisor, directing administrative and operational functions of the Seized Property program. Major duties and responsibilities include:
- Leading assigned seized property program operations by distributing work, establishing priorities, reviewing results, and ensuring needed corrections are completed.
- Guiding subordinate supervisors and employees on technical and administrative matters, including performance management, employee development, workplace concerns, and personnel recommendations.
- Overseeing seized property activities to ensure CBP policy requirements are met for custody, preservation, storage, movement, destruction, and final disposition.
- Ensuring seized property is handled, stored, transported, and secured in accordance with applicable requirements, including property that requires special handling.
- Performing planning, evaluation, review, inspection, and analysis activities to identify improvements, strengthen program effectiveness, and support training or subject matter expert responsibilities.

GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Advising agency personnel, law enforcement partners, contractors, or other stakeholders on seized property processes, required documentation, system entries, and related operational or administrative requirements.
- Preparing or presenting seized property guidance, instruction, feedback, or subject matter input on applicable policies, procedures, and program requirements.
- Examining seized property records, case materials, and system information to confirm accuracy, completeness, timeliness, and compliance with established requirements.
- Tracking seized property storage, handling, contractor activity, and disposition for property maintained in government or contractor custody, including items requiring special storage or handling.
- Evaluating seized property information, reports, deficiencies, or trends and proposing corrective actions or improvements to strengthen compliance and program effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must:
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

Polygraph Examination: CBP has the authority to conduct a polygraph for the Supervisory Seized Property Specialist (2nd Line Supervisor) position, however, at this time a polygraph is not a pre-employment requirement. If CBP decides to implement the polygraph as a pre-employment requirement while you are in the hiring process, CBP will notify you and provide additional information.
Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military

Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 6.5 weeks of paid training in Glynco, GA. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.
The incumbent is required to carry and qualify with a firearm to maintain proficiency, as well as non-deadly, intermediate use of force devices, to protect and defend their own life or that of others. Required to maintain a working knowledge of firearms, (e.g., handguns, rifles (M4), shotgun). Successful completion/certification in both the OC Spray, CSB and defensive driving is required at the basic training academy.

Motor Vehicle: The incumbent must possess a valid state driver's license. Must be able to drive/operate light wheeled and 4-wheel drive vehicles (e.g., forklift, cargo van, etc.).
May be required to operate a forklift, pallet jacks and utilize other methods for handling materials/warehousing equipment.
Uniform: The incumbent is required to wear a DHS issued uniform.
Data Systems: The incumbent must maintain the ability to access all data systems necessary to duty execution.
Shift/Overtime: Position may require unscheduled overtime and extensive travel for extended timeframes.
Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.
Leadership Training: All newly appointed second level Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 4 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
