Summary

This position is part of the International Development Finance Corporation, Office of Small Business & Financial Services. As a Supervisory Project Finance Specialist (Deputy Vice President), you will oversee direct loans and loan guarantees to a wide range of financial intermediaries, fintechs, and other players in the financial services value chain, including those that lend to micro, small and medium businesses across an array of sectors, and geographic locations around the world.

The Deputy Vice President, Office of Small Business and Financial Services, takes a strategic approach to developing and implementing an organizational vision that integrates key organizational and program goals, priorities, values, and other factors.

Directs investment efforts spanning the full life cycle of investment, including business development, screening, due diligence, negotiating and structuring, recommendation for Board approval, and execution, including disbursement and post investment management and monitoring analysis.

Serves as a member of the senior leadership team and participates in DFC's overall strategy development, goal setting and execution of organization-wide priorities and initiatives.

Assists in developing key relationships with companies, financial institutions, foreign government officials, and Development Finance Institutions.

Provides strategic and operational direction to prioritize activities and potential investment opportunities based on strategy, Administration priorities, and feasibility of projects.

Expands the Office's delivery of policy-linked transactions and enables delivery on policy-related targets.

Establishes and builds DFC's reputation, representing and speaking on behalf of DFC at conferences, networking events, and other external fora to increase external stakeholder awareness of DFC's presence and impact in the assigned sector.

Performs full administrative and technical supervisory responsibilities and oversight to assigned staff.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service that includes:

1. Conducting the full range of investment financing involving originating, negotiating, and managing all aspects debt and/or debt guaranty transactions with financial intermediaries in developing countries or emerging markets;

2. Engaging in strategy development and implementation in an organization that involves leading a team of investment professionals in transactions; AND

3. Developing partnerships and relationships with financial institutions, investors, or international development organizations to support financial services origination in developing countries or emerging markets.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
