The incumbent supervises Participant Monitoring Unit staff in developing and executing strategies and processes to monitor the health, safety, and welfare of teen-aged participants in youth exchange programs and works with program teams to oversee the performance of grantee non-profit organizations, to administer ECA's youth exchanges to and from the United States.

- Oversees youth exchange programs in support of foreign policy priorities.
- Ensures that youth exchanges operate as designed and comply with all applicable laws (22 CFR 62), departmental requirements, and cooperative agreements.
- Manages participant monitoring activities, ensuring participant monitoring activities are met in a timely manner.
- Serves as first-level supervisor, planning and assigning work, advising/counseling employees, evaluating performance, interviewing candidates, resolving grievances, addressing discipline, and identifying training needs.
- Documents and resolves participant health, safety, and welfare problems (e.g., illness, abuse, behavioral issues) in coordination with implementing partners.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:- Experience monitoring or overseeing the health, safety, and welfare of program participants (such as students, exchange visitors, or youth participants) in an educational, exchange or similar program setting; to include resolving complex or sensitive incidents (e.g. medical emergencies, behavioral issues, or allegations of abuse) and escalating and reporting outcomes to senior leadership.
- Experience developing, implementing, and/or evaluating a broad range of U.S. Government-funded international exchange activities and programs to support U.S. foreign policy initiatives.
- Experience drafting written products (such as briefing materials, reports, or responses to senior management or Congressional inquiries) on program policies, participant welfare issues, or other related issues.
- Experience providing advice and policy recommendations, orally and in writing, to senior level officials, Non-Government Organizations, academia, key business, and other constituencies.
There is no substitute of education for specialized experience for the GS-14 position.

- Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
- Ability to adjust to change, work pressures, or difficult situations without undue stress;
