The Supervisory Program Manager (PM) Registered Nurse (RN) of Nursing Education & Research (NEaR) reports directly to the Associate Nurse Executive, NEaR. In collaboration with the ANE, the Supervisory PM assumes accountability for the operation of the NEaR section/programs. The Supervisory PM is also responsible for contributing to the establishment and implementation of evidence-based nursing standards of practice. The Supervisory PM creates a positive work environment and promotes a culturally diverse workforce in which the values and needs of all individuals are respected.
The Supervisory PM NEaR assumes the following major duties and responsibilities:1. Assists with the organizational vision that integrates program goals, strategic priorities, core values, and other factors for NEaR.
2. Completesrecurring reports, action items and performance evaluations in a timely manner.
3. Responsible for nursing education staff scheduling and certifying timecards for nursing education time.
4. Develop and evaluate performance evaluations of NEaR staff.
5. Analyze units' operations, conduct all aspects of personnel management to include recruitment, performance management, training, compensation oversight, and labor relations issues.
6. Attends all mandatory training, seeks opportunities for improvement and demonstrates creative thinking.
7. Assigns work to subordinates based on priorities.
8. Recommends and/or takes disciplinary action where appropriate.
9. Organize and lead staff meetings and huddles.
10. Develop, organize, implement, and/or maintain orientation and competenciesfor NEaR employees.
11. Collaborates with Unit Practice Councils (UPCs) to implement changes/processesin the section related to feedback from the All-Employee Survey (AES).
12. Actively participates in and support of Shared Governance and Relationship Based Care.
13. Participatesin and supports High Reliability Organization (HRO) principles, system redesign projects and Lean Six Sigma thinking to positively impact the service and organization.
14. Participates on service and medical center committees and task forcesto improve nursing practice and patient care.
15. Proactively makesleadership choicesto prioritize Veteran-Centered needs, operate within allocated resources and takes the initiative to find solutions.
16. Works collaboratively with Nurse Managers to ensure coverage and to coordinate project and resources.
17. Maintains knowledge and understanding of The Joint Commission (TJC) requirements and ensures compliance with VHA, Occupational Safety and Health Administration (OSHA) standards, and other accrediting organizations.
18. Maintain knowledge of specific performance results and metrics such as Strategic Analytics for Improvement Learning (SAIL), Nurse Sensitive Indicators (NDNQI) and TJC.
19. Provide leadership, organization, and coordination of employees and resources to meet patient needs.
20. Serve as a resource and/or mentor to new personnel, providers, and students.
21. In collaboration with the ANE NEaR, oversight of VA-Student Training Experience Program (VA-STEP), the Employee Incentive Scholarship Program (EISP), National Nursing Education Initiative (NNEI), VA National Employee Education Program (VANEEP) for Nursing Service.
22. Executesin collaboration with the ANE NEaR the Nursing Service Travel and Tuition and Veterans Health Education & Information (VHEI) Program operating budget, prepares budget requests with justifications, and aligns resources to deliver sustained value to Veterans.
23. Performs other duties as assigned.

QualificationsBasic Requirements:
- English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
- Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
- Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

MSN and 2 years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III;
OR a Master's degree in *related field with BSN and two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III;
OR a Doctoral degree in Nursing with and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III;
OR a Doctoral degree in a *related field with a BSN and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III.
*Note: Foreign education programs/degrees are not creditable as related degrees.
Preferred Experience: - MSN or other related healthcare degree preferred.
- At least 3-5 years of current full-time employment as an RN.
- Current management or charge nurse experience.
- Strong leadership, fiscal, and operations management skills, with the ability to collaborate effectively with all disciplines, management, and staff from all points of entry.
- Demonstrate organizational and project management skills, with the ability to lead a team, prioritize tasks, and see projects through from inception to completion.
- Experience with developing presentations and written communication.
- Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solution.
- Strong interpersonal skills for effective information exchange and problem solving with all levels of management and staff, consultants, and outside agencies.
- Ability to work independently and complete tasks in a timely manner.
- Experience with Employee Incentive Scholarship Program (EISP), Veteran Affairs National Education for Employees Program (VANEEP), Veteran Affairs Student Trainee Experience Program (VA-STEP).
- Experience with formulating, submitting, and monitoring budgets.
- Demonstrated experience in program planning and management.
