Summary

Serves as the Division Manager for the Facility Services Division within the Office of Facility Management (AMP).

Provides facility related services for a continuously growing and expanding campus compromised of 3.3 million square feet of space located in 129 buildings situated on 1,100 acres of land. The buildings and facilities located at the Mike Monroney Aeronautical Center (MMAC) support the mission of numerous FAA lines of business, and a combined replacement value of $800 million, providing workplace environment for approx., 7,400 employees, contractors and students. Duties include planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; disciplinary actions; and resolution of grievances and complaints. Responsible for establishing strategic and business planning goals and objectives; planning for the managing fiscal staffing resources, development of customer relationship management; and coordinating significant program issues with local municipalities and other federal agencies.

Plans, directs and manages staff resources responsible for the accomplishment of numerous complex projects and programs including but not limited to: (1) oversight of the MMAC Environmental Management and Compliance Program, (2) the MMAC Occupational Safety and Health Program (3) the MMAC Energy management and conservation compliance programs, (4) Environmental and Safety quality management programs including the MMAC ISO 14001 and OHSAS 18001 registrations, (5) technical management support for MMAC utility contracts/agreements for electricity, natural gas, water, and sewer, (6) management and oversight of four recurring support service contracts with a combined annual value of $1.8 million, (7) system development and management support of the MMAC's centralized facility management database (Archibus), (8) the management of Information System Security (ISS) accreditations and certifications for all other organizational automation systems.

Establishes and maintains effective communication with internal and external customers to address adverse, complex issues which cross multiple programs. Has the authority, within guidelines, to make commitments, establish policy/procedures and negotiate agreements. Manages program progress and performance to identify/assess existing or potential issues and problems involving critical program elements. Directs appropriate action to resolve or mitigate identified issues which may cross organizational lines. Formulates and recommends organizational positions on operational projects as it relates to fiscal resources, management systems, workload production, manpower utilization, and organizational and national performance metrics.

Responsible for equitable performance and assessment of all personnel and with resolving all managerial and operational issues. Serves as approving official for employee performance standards; makes decisions on work problems presented by subordinate supervisors and/or employees and as reviewing official of employee performance ratings; approves leave; selecting official; serves as second level on resolution of grievances or serious complaints; reviews and approves serious disciplinary actions involving subordinates; communicates and reinforces EEO policies and programs and accountability board issues and ensures all employees are treated in a fair and equitable manner; identifies developmental training needs for employees; and makes provision for such development.

Work reviewed is in terms of overall effectiveness in accomplishing program objectives. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Resolves all but unique problems without the intervention of higher-level management.

Qualifications

TO QUALIFY AT THE FV-K LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next FV-J (FG/GS-14) level. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE INCLUDES: Experience overseeing multiple, complex projects/programs related to environmental, occupational safety and health, facilities, engineering, infrastructure, and similar operational programs; applying state and federal regulations as they relate to facility management; experience leading cross-functional initiatives involving multiple organizations and external stakeholders; and establishing organizational policies, procedures, and long-range business strategies that improve operational effectiveness.
