Summary

You will serve as Branch Chief for the Communication and Stakeholder Branch coordinating communications and operational activities to support all aspects of the commodity procurement program.

Duties

Help

  • The duties may include, but are not limited to:
  • Coordinates communications and operational activities to support all aspects of the commodity procurement program.
  • Develops and implements strategies to directly promote USDA programs and improve communication with internal and external stakeholders, including industry, vendors, processors, and recipients involved in the commodity procurement program.
  • Manages the resolution of complaints, holds, recalls, and other administrative issues involving the procurement program in coordination with contracting staff.
  • Manages the formulation and implementation of outreach programs intended to market the commodity procurement program to new and current program participants, including small businesses.
  • Manages the recruitment, development, and maintenance of viable, engaged, and productive workforce.
  • Plans work within the branch, oversees the flow of work, and assumes responsibility for assuring that all deadlines for completion of work are met. Develops performance standards for team employees and evaluates work performance.


Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Working collaboratively with staff and management on project planning, decision-making, and implementation of communications, stakeholder outreach, and operational support activities.
  • Coordinating intra-agency processes, including resolution of time-sensitive issues and competing priorities.
  • Directing and reviewing the work of subject matter experts in areas that are highly sensitive, complex, and require knowledge of legislation, regulations, and policies related to commodity procurement, nutrition assistance, or similar federal assistance program.


Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
