Major duties include but will not be limited to: - The Supervisory Program Analyst assists with data collection, aggregation, trending, and analysis on identified issues and problems.
- He/she will advise, consult, and train managers and staff on a wide variety of issues including, but not limited to a data collection, trending of data, and use of various statistical tools, interpretation, and presentation of data.
- The incumbent responds to clinical staff questions and problems in a timely manner utilizing self-direction in the application of decision-making and or problem-solving skills.
- The incumbent plays a critical role in assisting with effort to meet or exceed performance expectations related to staffing, access, patient flow, and efficient processes throughout Surgical Service, VANCHCS.
- Participates in development of detailed systems to improve the function of surgical care with an emphasis on program development and giving specific attention to all aspects of programmatic implementation with V ANCHCS.
- The incumbent maintains the appointments, calendars, and schedules for the surgical service chief and/or assistant chief, and coordinates and/or reschedules meetings, conferences, and online or onsite meeting rooms.
- The incumbent serves as committee and meeting recorder as assigned. The incumbent will notify all meeting participants of pertinent meeting information or action items.
- Informs the service chief and other staff of pending appointments, suspense items and other time commitments.
- Incumbent is responsible for maintaining and updating Labor Mapping report under the guidance of the Surgical Service Practice Manager which is an integral part of determining productivity.
- The report will show the year-todate productivity data by provider and the clinical specialties.
- Incumbent performs all aspects of timekeeping for Surgical Service.
- Enters employee work tours, accurately and timely posts tours of duty, annual leave, sick leave, authorized absence, etc. in VISTA Timekeepers Menu.
- Tracks and posts Fee-Basis employee timecards manually calculating hours worked by rate of pay.
- Teaches and trains employees how to use the VISTA Employee Leave Menu.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education As described below:- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Incumbent must demonstrate knowledge and skill in applying analytical and evaluative methods, and techniques to issues or problems. This includes but is not limited to qualitative and quantitative data collection methods, trending and the use of statistical tool, analyses, and presentation of data for use in decision making. He/she must have skill in conducting detailed analyses of complex function and work processes.
- Excellent information technology skills with knowledge of MS Teams, VISTA, CPRS, Word, Access and Excel programs, and VHA web-based data sources.
- The incumbent must demonstrate knowledge and skill in written communication documents including but not limited to correspondence, proposals, plans and polices. (This experience must be well documented in your resume.) - OR,
- Education: Applicants may substitute education for the required experience.
