Major duties and responsibilities include:- Leads, manages, and supervises three positions located in different geographical areas across the nation.
- Works closely with leadership, administration, and Human Resource staff to ensure proper staffing to meet workload demand , including estimation of staff requirements, requests and justification of new positions or backfill of vacancies.
- Oversees national projects, initiatives and subsidiary projects, including activities necessary to meet Departmental legislative and policy mandates.
- Provides strategic guidance and operational support for new programs and initiatives required to meet legislative and oversight mandates.
- Develops new or modifies administrative and executive program policies, regulations, goals, or objectives.
- Analyzes new or proposed legislation, as well as federal and VA policies and initiatives, to assess the impact on program policies, processes, goals and objectives.
- Provides technical oversight, coordination, and integration of multiple functions relative to briefings, correspondence and liaison with internal and external organizations.
- Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
- Leads the programmatic development, deployment and maintenance of a national API Office enterprise-wide employee engagement strategy for all API staff.
- Responsible for developing, writing and editing communication products that are representative of the Executive Director and the work of the programs, as well as implementing and evaluating a communication/customer service strategy for API in response to a wide variety of external demands from VA/VHA.
- Manages the development and coordination of complex internal documents, briefings, proceedings and reports utilizing multiple data source, tools and benchmarks for use by portfolio executives, advisory groups and senior decision-making bodies (e.g., USH, VA SEC).
- Develops highly effectively working partnerships with other VHA program offices, VA department-level staff offices and field subject matter experts.

Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework.
Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA Employees that are already subject to the return to in-person work mandate in their current position. Applicants without an existing assigned VA Staff Office must be located within 50 miles of a VA-owned or leased space.
This is not a remote position.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2026.
CTAP eligibility: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience GS-14: Applicants must also meet the specialized experience for the GS-14 grade. You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
- Experience supervising or leading the implementation and evaluation of national legislation, regulation, policy, or other significant enterprise-wide change within a large, complex organization.
- Experience interpreting national requirements into actionable organizational plans or processes which includes coordinating implementation across multiple programs, offices, or stakeholder groups, identifying and resolving implementation issues, and establishing or using measures to evaluate progress, effectiveness, outcomes, and opportunities for improvement.
- Experience with a wide range of qualitative and quantitative techniques.
- Experience with project management and strategic planning specifically related to the management of complex healthcare systems.
- Experience with applying analytical methods to complex system integration and operations.
