Summary

The ideal candidate for this position will have experience in data management and analysis and program evaluation, capable of managing teams and delivering actionable strategic and operational recommendations to senior leadership. They will also have experience with translating complex requirements into effective project plans, resolving operational challenges, supporting agency objectives in dynamic environments, and establishing and maintaining relationships with stakeholders.

What will I do in this position if hired?

This position is located in Region 9, National Preparedness Division. In this position, you will manage and supervise a team of analysts and technical specialists, provide senior leadership with data analysis and program evaluation results to inform resource management and improve program effectiveness, and establish and maintain relationships with stakeholders. Typical assignments include:

  • Providing guidance and support to internal and external customers, addressing inquiries and resolving issues related to program operations to ensure efficient and effective service delivery.
  • Serving as an agency representative in conferences and interagency meetings, presenting program analysis results and negotiating resource commitments to advance FEMA's mission and objectives.
  • Facilitating teamwork and collaboration by coordinating with cross-functional teams and stakeholders to develop solutions and achieve shared program goals.
  • Applying analytical methods to evaluate program effectiveness, develop actionable recommendations, and ensure compliance with agency policies and standards.
  • Providing leadership by setting clear goals and fostering a collaborative environment to achieve high-quality program outcomes and objectives.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Leading teams in evaluating and improving agency programs, including developing project plans, analyzing resource allocations, or advising senior leadership on program effectiveness; and
  • Managing complex assignments involving data management and analysis, the development of data tools and platforms, or performance evaluation; and
  • Demonstrating expertise in optimizing program outcomes and decision-making and supporting emergency management operations.
