Summary

You will serve as a SUPERVISORY PROGRAM ANALYST in the PMS 392 of PEO SSN.

This recruitment is filling the following vacancies:

PMS 392A2 Contracts Branch Head

PMS 392C12 Private Shipyard (South Yard) Avails Branch Head

PMS 392L3 Configuration Management Team Branch Head

PMS 392M1 Planning Yard Management Branch Head

PMS 392R2 Performance Monitoring Program (PMP) and Reliability, Availability, and Maintainability (RAM) Branch Head

Duties

Help

  • You will support planning and execution of modernization work throughout the submarine life cycle.
  • You will track and report modernization metrics which support submarine availability planning milestones.
  • You will lead the technical tasks within the group of contract officer representatives.
  • You will work with sponsors to advertise for positions, interview candidates, and select personnel.
  • You will coordinate mentorship efforts within the branch, assigning to employees the responsibility to instruct and guide the junior employees to promote professional development in the group.
  • You will create individual development plans including brokering positional rotations with other TEAMSUB groups to promote connectedness and growth.
  • You will assign work and responsibilities to the employees and set performance expectations with employees.
  • You will directly interact with shipyard project teams, NAVWAR and NAVSEA Program Offices, Planning Yards, and NAVSEA technical subject matter experts (SMEs).
  • You will develop and implement improvement and efficiency strategies for programming, budgeting, and procurement.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, developing, and implementing program requirements or improvement and efficiency strategies for programming, budgeting, and procurement.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Salary is capped at GS-15, Step 5 ($191,850). If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
