About the Position: This position is to be filled at either the San Antonio, Texas or Falls Church, Virginia location.

• Preferred candidates will have experience overseeing large acquisition programs and experience supervising within the Federal workforce.

Duties

Help

• Provides oversight, planning, direction, coordination, integration and control of information technology resource support for Information Management/Information Technology (IM/IT) services for the entire Military Health Systems enterprise.
• Serves as an expert in the development and interpretation of guidance on acquisitions and resource planning and evaluation for the Defense Health Agency.
• Establishes long range, intermediate, and short range goals, objectives, and plans.
• Develops priorities and conducts planning for the facilities, equipment, manpower, and procurement resources necessary to accomplish the program mission.
• Serves as advisor to the MHS Chief Information Officer, Program Executive Officers, Program Managers, and other senior level federal and private sector organization officials on the status of projects.
• Reviews Independent Government Cost Estimates and prepares resourcing data and exhibits in formats specified by Defense Health Agency policy and procedures.
• Oversees the acquisition and procurement for engineering, deployment, sustainment, and information assurance programs.
• Coordinates contracting activities related to program management and integration support.
• Participates as an active member of DHA level work groups, seminars, committees, and conferences.
• Develops performance objectives and evaluates employee performance.
• Provides administrative guidance and technical requirements of the work to be accomplished.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• One year trial/probationary period may be required.
• This position is subject to a one-year supervisory probationary period.
• This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized experience is defined as: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes developing continuous process improvement procedures, monitoring the program's budget, and planning and assigning work to be accomplished.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
