- Exercises full supervisory responsibility over a diverse, cross-functional team of professionals, which includes assigning work, managing workflow, and ensuring the effective utilization of personnel to meet strategic objectives.
- Manages human capital by establishing performance standards, conducting formal appraisals, recommending awards, approving leave, and initiating necessary disciplinary actions.
- Serves as the senior lead for strategic planning teams, directing comprehensive analytical reviews and executing major cross-organizational projects and initiatives.
- Develops, implements, and monitors complex operational support plans and business strategies to ensure alignment with broader organizational goals and leadership vision.
- Acts as a primary subject matter expert, advising executive-level leadership and external stakeholders on complex policy issues, strategic planning operations, and program execution.
- Prepares and delivers executive-level briefings, analytical reports, and strategic recommendations to senior stakeholders to drive decision-making and resolve critical operational challenges.
- Directs programmatic financial planning by formulating cost estimates, projecting future resource requirements, and ensuring annual budgetary submissions align with long-term strategic priorities.
- Evaluates program development and execution, establishing metrics to assess performance, ensuring major milestones are met, and optimizing the overall effectiveness of operational capabilities.

Conditions of employment- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.

Specialized Experience: One year of specialized experience which includes
supervising a team to ensure organizational objectives are met; AND directing cross-functional teams to design strategic operational plans; AND advising executive-level leadership on complex business initiatives; AND formulating cost projections for annual budget cycles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
